It took Brek Shea less than a minute to give the United States a goal. And the Gold Cup title.

Shea scored 42 seconds after coming into the game as a substitute, and his goal in the 69th minute gave the United States a 1-0 victory over Panama in the CONCACAF Gold Cup final. It is the fifth Gold Cup title for the U.S., but it's first since 2007. The victory also extended the Americans' winning run to a record 11 games, four more than their previous best.

When the final whistle sounded, the Americans on the bench raced onto the field to join their teammates. Several players jumped up and down, and hugs and high-fives were exchanged. Coach Jurgen Klinsmann, who watched the game from a luxury box after being suspended for his tirade over the officiating in the semifinals, quickly made his way down to the field, pumping his fists in the air as he walked.

The Panamians, meanwhile, could only watch in disappointment. They came into the game full of confidence after beating Mexico twice during the tournament, but never really threatened the United States.

The only downer on the day for the Americans was another injury to Stuart Holden's right knee. He collapsed to the ground after colliding with another player in the first half and grabbed at his right knee. He was able to walk off the field on his own, but U.S. Soccer later said he had sprained the knee and it would need further evaluation.

Holden missed almost 2 ? years because of injuries to his right knee, only returning to the U.S. squad in late May.

The U.S. had been the class of the Gold Cup, outscoring opponents 20-4 in the tournament. Klinsmann used a mostly young team, and its confidence appeared to grow with every victory.

Though Klinsmann and his players had insisted his one-game suspension wouldn't change anything ? "We're going to use it a little bit as a rallying cry," Landon Donovan said Saturday. "We want to win the trophy for him." ? they lacked their usual sharpness early on. Donovan and Eddie Johnson both struggled to get free, covered closely by Panama's dogged defense.

But they found their rhythm in the second half, creating several chances. The best came in the 56th minute, DaMarcus Beasley chipped a ball into Donovan, who was in front of the goal at the near post. Donovan got his head on the ball, but not at the angle he wanted and it flew wide of the net. As the crowd groaned, Donovan threw back his head and Beasley swatted the red flag in the corner.

The Americans were still scratching to create something ? anything ? when Shea replaced Joe Corona in the 68th minute. He didn't waste any time making his presence felt as the Americans pushed forward again.

Alejandro Bedoya fed Donovan, but he muffed the shot. The ball continued to roll past Panama's Roberto Chen and on toward the net. Parked inches from the goal line, Shea stuck out his left foot and tapped the ball past goalkeeper Jaime Penedo for his second international goal.

The Americans had a chance to double the lead in the 84th minute when Shea fed a wide-open Eddie Johnson 2 yards from the goal. But Johnson couldn't finish it, sending the ball flying over the cross bar.

Bynes' parents 'deeply concerned' for actress

OXNARD, Calif. (AP) ? Amanda Bynes' parents are deeply concerned that their daughter may hurt herself or others unless they are allowed to assume control over her medical care and finances, court filings show.

The petition Richard and Lynn Bynes filed Friday not only detail her public incidents of disturbing behavior, including several arrests, but also reveal that the former child star has stated fears that she is being watched by smoke detectors and devices in the dashboard of her car.

Ventura County Superior Court Judge Glen M. Reiser delayed ruling on the conservatorship petition, stating that there was no rush to act because the actress is under a two-week psychiatric hold at a hospital.

Reiser scheduled a hearing on the issue Aug. 9 and said he also wants to meet one-on-one with Bynes before making a decision.

"We are deeply concerned that Amanda poses a substantial risk to herself, to others, and to property based on recent events in her life," the filing from Bynes' parents states. It cites numerous instances of increasingly bizarre behavior by their 27-year-old daughter in the past year.

Bynes was put under the psychiatric hold Monday after authorities said she set a fire on the driveway of a home in the Los Angeles suburb of Thousand Oaks, where she grew up.

Her parents learned she had returned to California from New York City two days before the incident. Their daughter told them she "cabbed it" but they say they do not know how she actually traveled cross-country or where she has been staying.

"We believe she is essentially homeless," the filing states.

In May, Bynes was arrested in New York for allegedly throwing a marijuana bong out the window of her 36th-floor Manhattan apartment. Police had come to the building to investigate a complaint that she had been smoking marijuana in the lobby.

Last year, Bynes was charged in Los Angeles with driving on a suspended license. The license had been suspended after she was charged with driving under the influence and misdemeanor hit-and-run.

Before moving to New York, Bynes "was extremely paranoid about being 'watched,'" the filing states. "She would cover smoke alarms with towels, tape windows shut, and cover her car's dashboard with cardboard and tape out of fear that cameras were watching her from inside these places."

Bynes, who was 13 when she landed her own hit variety program, "The Amanda Show" on the Nickelodeon cable network, went on to star in the TV series "What I Like About You" and several movies, including "What a Girl Wants," ''Hairspray" and "She's the Man."

She has publicly stated that has retired from acting. Her last film credit was 2010's "Easy A," which starred Emma Stone.

Bynes amassed $4 million in savings but has spent $1.2 million in a short amount of time, her parents' petition states. They state they suspect some of the money has been spent on drugs and plastic surgery, citing bills they have received from doctors and large payments their daughter has made to people they don't know.

"Amanda has profound issues with her body image and is obsessed with the idea that she (and others) are 'ugly,'" the petition states, adding that some of the statements have been made about members of her own family.

"She talks incessantly about cosmetic surgeries that she wants to have completed," the filings state. "We are concerned that the surgeries she wants to have are dangerous and detrimental to her health."

Pastor Rick Warren returns to pulpit at Saddleback Church

Pastor Rick Warren is back in the pulpit Sunday at Orange County?s Saddleback Church, nearly four months after the suicide of his son.

Warren, author of the bestselling book ?The Purpose Driven Life,? was scheduled to preach at 9 a.m., 11:15 a.m. and 6:30 p.m., said Kristin Cole, a spokeswoman for the church. Warren also presided over services on Saturday.

Saddleback announced Warren?s return on its website with a simple, ?HE?S BACK!?

His sermon will be part of a new series, ?How to Get Through What You?re Going Through,? according to the website, and Warren?s wife, Kay Warren, was expected to join him for a portion of each service.

Warren?s son, Matthew, who fought with mental illness all his life, committed suicide in early April. He was 27.

On his Facebook page, Warren wrote that in his 43 years as a minister this was the longest he had gone without preaching. He said three TV networks were sending trucks to the church, ?so I need your prayers.? The sermons, he wrote, will be streamed online.

Warren has been on the cover of Time magazine and gave the invocation at President Obama?s first inauguration in 2009. He founded the church, located in Lake Forest, in 1980. About 20,000 people attend weekend services.

Syrian troops capture historic mosque in Homs

DAMASCUS, Syria (AP) ? Syrian government forces captured a historic mosque in the central city of Homs on Saturday, expelling rebel forces who had been in control of the 13th century landmark for more than a year and dealing a symbolic blow to opposition forces.

State-run news agency SANA quoted an unnamed military official as saying that troops took control of the Khalid Ibn al-Walid Mosque in the heavily disputed northern neighborhood of Khaldiyeh.

Syrian TV aired a report Saturday night with footage from inside the mosque, showing heavy damage and the tomb's dome knocked out. The footage showed debris strewn on the floor and a portion of the mosque appeared to have been burned.

The mosque, famous for its nine domes and two minarets, has been a symbol for rebels in the city that is known as "the capital of the revolution." On Monday, government troops shelled the mosque, damaging the tomb of Ibn al-Walid, a revered figure in Islam.

After capturing the strategic town of Qusair near the Lebanon border last month, government troops launched an offensive on rebel-held areas in Homs, Syria's third largest city, late in June. They have been pushing into Khaldiyeh and other neighborhoods in the Old City that have been under opposition control since 2011.

A Homs-based activist who identified himself only by his nickname, Abu Bilal, for fear of government reprisals, said troops entered the mosque area from the east. He said regime forces now control more than 60 percent of Khaldiyeh.

"There are very fast developments in Khaldiyeh," Abu Bilal told The Associated Press via Skype. He said he had no further details from local rebel commanders.

The Britain-based Syrian Observatory for Human Rights reported heavy fighting around the mosque, saying the government troops are backed by members of Lebanon's Hezbollah group.

A journalist embedded with Syrian troops told the AP that a reporter for Iran's Arabic-language Al-Alam television station was wounded near the mosque. A sniper's bullet struck the thigh of journalist Roa al-Ali, the journalist said, asking his name not be made public as he wasn't authorized to give information to other media outlets.

On top of its symbolic value, Homs is also a geographic lynchpin in Syria. The main highway from Damascus to the north as well as the coastal region, which is a stronghold of President Bashar Assad's Alawite sect, runs through Homs. Both rebels and the regime place a high strategic value on the city.

And although Assad's forces have been on the offensive in recent months, activists say the regime wants to capture the entirety of Homs to include it in a potential future Alawite state ? stretching from Homs to the coast ? where Assad could make his last stand if the civil war swings against him.

Assad is a member of the Alawite sect, an offshoot of Shiite Islam, while most of the rebels fighting to topple his regime are Sunnis.

Khaldiyeh had a population of about 80,000 but only some 2,000 remain there today as residents fled the violence. The heavy fighting over the past two years has destroyed wide areas and knocked down entire buildings.

Earlier Saturday, Syria's state media said talks between the Syrian government and a United Nations delegation tasked with investigating chemical weapons allegations in the nation's civil war have "resulted in an agreement on ways of moving forward."

Assad's government invited a U.N. team to visit Damascus earlier this month after requesting that the world body investigate an alleged chemical attack in Khan al-Assal, a village in the north. The Syrian regime and the rebels fighting to topple it accuse each other of using chemical agents in the March 19 incident, which killed 31 people.

Assad's government refused to have a possible inquiry include other alleged chemical attack sites in Homs, Damascus and elsewhere.

A joint statement by the foreign ministry and the U.N. that appeared Saturday on SANA's website said the meetings were "comprehensive and fruitful and resulted in an agreement on ways of moving forward."

It did not elaborate. The U.N. team couldn't be reached for comment.

Saturday's announcement on the possible U.N. probe agreement on Khan al-Assal coincided with government allegations that the rebels committed "a massacre" in the village, killing 123 "civilians and military personnel," according to a SANA report. SANA said others are still missing.

The report said "terrorists" were behind the recent killings in Khan al-Assal, a term the government uses for rebels. The Observatory previously said at least 150 government soldiers were killed on Monday and Tuesday there, some after they had surrendered.

A statement released by al-Qaida-linked Jabhat al-Nusra ? or the Nusra Front ? said 150 soldiers, pro-government gunmen and Shiite militiamen were killed in Khan al-Assal. The statement said fighters captured 63 soldiers alive but 55 of them fled. Nusra Front said its members killed 15 of them before 40 surrendered. The statement did not say if the 40 were still alive.

The conflicting claims could not be independently reconciled.

In Aleppo, a rocket fired by government forces into a rebel-held district killed at least 29 including 19 under the age of 18 and four women, the Observatory said Saturday. The attack happened Friday during government shelling in the Bab al-Nairab neighborhood of Aleppo.

Syria's conflict began in March 2011 largely as peaceful protests against Assad's rule. It escalated into a civil war after opposition supporters took up arms to fight a brutal government crackdown on dissent.

More than 100,000 people have been killed in the conflict, according to the U.N.'s recent estimate.

Dozens dead as Morsi supporters, Egypt security forces clash in Cairo: activists

Egypt saw its bloodiest day since President Morsi was forced from office. At least 80 people are confirmed dead, but other reports have the number in the hundreds after police clashed with supporters of the ousted president? in what could be the start of a sustained and violent crackdown.? NBC's Ayman Mohyeldin reports.

By Ayman Mohyeldin, Marian Smith and Daniel Arkin, NBC News

In the wake of violent clashes that killed dozens,?Secretary of State John Kerry said Egypt is at "a pivotal moment" more than two years since the uprising ousted the longtime President Hosni Mubarak.?

In a statement released Saturday, Kerry?said Egyptian officials "have a moral and legal obligation" to respect the right of peaceful assembly and freedom of expression. He added that the continued violence sets back efforts of "reconciliation and democratization," and affects regional stability.?

Also on Saturday, Secretary of Defense Chuck Hagel spoke by phone with Army chief Gen. Abdel Fattah al-Sisi?to express deep concern about the security situation and to encourage that restraint be exercised during this "difficult period."

"The United States believes that the current transition needs to be marked by inclusivity, that Egyptian authorities should avoid politicized arrests and detentions, and take steps to prevent further bloodshed and loss of life,"?Pentagon press secretary George Little said.

Dozens of people were killed early Saturday when riot police fired on protesters supporting deposed Egyptian President Mohammed Morsi in Cairo, activists said.

It was not clear exactly how many people were dead Saturday evening, but the Anti-Coup Alliance, an umbrella coalition of Morsi supporters, said that at least 100 people were killed and 5,000 others were injured in the chaotic clash near the Nasr City neighborhood of the capital.

Many of the bodies of those killed were still at a field hospital near the pro-Morsi protest site and were not officially registered with health officials. The official death toll of 21 was based only on bodies tallied at backlogged government morgues.

If the death toll of 100 or more is confirmed, it would make the clash the most lethal incident since Morsi was ousted by the military July 3. It comes nearly three weeks after over 50 people, primarily Muslim Brotherhood supporters, died in a similar outburst of bloodshed.

The violence reportedly started after hundreds of Morsi supporters moved out of their encampment outside of the Rabaah al-Adawiyah Mosque late Friday. One group began to pitch tents on an adjoining boulevard, where they planned to camp out for at least three days, said Mahmoud Zaqzouq, a Muslim Brotherhood spokesman, according to The Associated Press.

Meanwhile, Zaqzouq said, another group of protesters moved toward a nearby overpass, where they were met with a barrage of tear gas from police forces, followed by hails of bullets. Protesters counterattacked by throwing rocks and stones at the security forces, according to the AP.

"There were snipers on the rooftops, I could hear the bullets whizzing past me," Ahmed el Nashar, 34, told Reuters, fighting back tears.

"Man, people were just dropping."

Amr Abdallah Dalsh / Reuters

A supporter of the Muslim Brotherhood holds a mask of ousted Egyptian President Mohamed Mursi during a rally around Rabaa Adawiya square where they are camping, in Cairo on July 26.

Doctors at a nearby makeshift hospital were flooded by a deluge of casualties as activists rushed bodies away from the carnage, according to The Associated Press.?The majority of the?dead were struck in the head, some between the eyes, according to Reuters.

Hundreds of people participated in rival rallies in various Egyptian cities on Friday, just days after al-Sisi urged Egyptians to hold rallies to give the military a ?mandate? to confront weeks of violence triggered by his overthrow of Morsi, according to Reuters.

But Brotherhood activists told Reuters they would?not?back?down?and warned of even more violence if security forces did not relent.

"We will stay here until we die, one by one," Ahmed Ali, 24, told Reuters, as he helped tend to casualties at the field hospital.

"We have the examples of Algeria and Syria in our minds. We don't want it to become a civil war. If we take up arms it might become one. This is a religious belief," he said.

Throngs of Brotherhood-aligned activists were massed in downtown Cairo on Friday evening, where they chanted pro-Morsi slogans, some waving the Egyptian flag.

Morsi under investigation
Morsi, who was elected by a narrow margin in June 2012 in the country?s first democratic vote, has been hidden from the public since he was ejected from power. Mena news agency reported Friday that he would be detained for 15 days while a judge reviewed allegations against him. It marks the first formal detention since he was deposed, according to Al Jazeera.

According to Reuters, the probe stems from charges that he conspired with Palestinian Islamist group Hamas to escape jail during the 2011 uprising against Mubarak, killing prisoners and officers, kidnapping soldiers, and lighting buildings on fire.

?At the end of the day, we know all of these charges are nothing more than the fantasy of a few army generals and a military dictatorship,? El-Haddad said, according to Reuters. ?We are continuing our protests on the streets.?

The U.S. was ?deeply concerned? by reports that Morsi had been ordered to be detained for more than two weeks, said State Department spokeswoman Jen Psaki.

Hussein Malla / Hussein Malla / AP

Supporters of ousted President Mohammed Morsi, throw stones towards opponents of Morsi and security forces during clashes on a bridge in downtown Cairo, Egypt on Monday,

"We of course are deeply concerned by reports that an Egyptian court has ordered the detention of Mr. Morsi," she said. "I can't speak to the specific charges, but we do believe that it is important that there be a process to work towards his release. Clearly this process should respect the personal security of him and take into account the volatile political situation in Egypt, and that's where our focus is."

Nearly 200 people, mostly supporters of Morsi, have died in the last month, according to Al Jazeera.?

The West has become increasingly alarmed by the course the country of 84 million people has taken. Washington this week said it delayed delivery of four F-16 fighter jets to Cairo and called on the Egyptian army to exercise "maximum restraint and caution" during Friday's rallies," reported Reuters.

The U.S. has not made a determination on whether a military coup took place in Egypt, which avoids a decision on whether U.S. aid should be cut off to Egypt.

"It is not in our national interest to make such a determination," State Department spokeswoman Psaki said on Friday, adding the law didn't require that a formal determination be made.?

If the administration were to determine a coup had occurred when Morsi was ousted, the $1.5 billion of military and economic assistance the U.S. provides Egypt would be required by law to stop.?

Catherine Chomiak and Elizabeth Chuck of NBC News and Reuters contributed to this report.

Japan vows support for Philippines in China row

MANILA, Philippines --?

Japanese Prime Minister Shinzo Abe pledged support for Philippine maritime forces on Saturday as both countries confront China in separate territorial disputes.

Following a meeting with President Benigno Aquino III in the Philippine capital, Abe announced that Japan will provide a concessional loan to build 10 coast guard patrol boats for the Philippines.

The Philippines has already received two coast guard ships from the United States as it seeks to build a deterrent naval force after China took control of a disputed shoal off the northwestern Philippines last year, and more recently, established a presence farther south in the South China Sea.

China's assertiveness to lay claim to most of the South China Sea after decades of relative calm has alarmed Manila, which has turned to the United Nations to seek international arbitration. Beijing has indicated it won't cooperate.

In a statement issued after their meeting, Aquino said that the two leaders reviewed security challenges both countries face and promised to cooperate to push for "responsible action from international players," in a reference to China.

He said that maritime cooperation with Japan was a pillar of the countries' strategic partnership.

Abe said that a key element of Japan's efforts to revive its economy and promote regional peace and security lies in closer relations with the 10-member Association of Southeast Asian Nations, according to the statement.

ASEAN includes the Philippines and Vietnam, both of which have disputes with China in the South China Sea.

The meeting in Manila, which is the last leg of Abe's three-day visit to Southeast Asian capitals, came after Japan scrambled jets on Wednesday to keep watch on a Chinese Y-8 early warning plane flying over international waters between Japan's southern Okinawa island and an outer island relatively close to the disputed area in the East China Sea.

The Chinese Defense Ministry issued a statement defending the right of its aircraft to operate in the area.

Around the same time the Chinese fighter jet was sighted, Japan's coast guard reported the appearance of four Chinese coast guard vessels near the disputed islands called Senkaku by Japan and Diaoyu by China.

On Friday, China said that ships from its newly formed coast guard confronted Japanese patrol vessels and "sternly declared" China's sovereignty over the islands.

The uninhabited archipelago is controlled by Tokyo but also claimed by Beijing.

Chinese coast guard ships have also been spotted this week at Mischief Reef off the western Philippine coast, according to a confidential Philippine government report obtained by The Associated Press. China occupied the vast reef in 1995, sparking protests from rival claimant Manila.

Laurene Powell Jobs, Larry Sonsini, other Valley titans back media startup

www.ozy.com

A look at Ozy Media, which launches in September.

There's a new media startup in Mountain View, and it has basically lined up a murderer's row of venture backers.

Ozy Media, the brainchild of former MSNBC anchor Carlos Watson, is backed by a who's who of Silicon Valley bigwigs ? Laurene Powell Jobs, the widow of Steve Jobs; Larry Sonsini, a name partner at the Valley legal powerhouse Wilson Sonsini; mega-angel Ron Conway; Chegg's Dan Rosensweig; and Google General Counsel David Drummond.

Aside from the name and the backers, not a whole lot is known about Ozy, which launches in September. According to an article in Fortune, Ozy plans to highlight a few in-depth stories a day, focused on the needs and interests of the "change generation."

If you're like me, "change generation" sounds like a meaningless buzz phrase, a bit like "Pepsi generation,"and is probably not proscriptive enough to actually tell you anything about the organization, what it will cover and how it will cover it.

I will say that Ozy is taking great pains to appear hip, with a landing page featuring a tattooed 20-something with dyed red hair making what can only be described as an "OMG" face. There's also the marketing spiel in the email they send out when you sign up for their mailing list, which reads a little like something written by a man in his 40s trying to seem like a rad dude to kids in their teens.

It said: "We called, you came. And now? The party begins in earnest. Please confirm your cool kid status."

In my head, I read it in the voice of Poochy from the Simpsons.

If Ozy wants to seem like the hip new pub for the kids who sit at the cool table, the name is a little weird. It's short for Ozymandius, which is either a poem by Percy Bysshe Shelley or a character from the comic Watchmen, depending on how familiar you are with the romance poets of the 19th century.

Holder's Move Against Texas Could Send The Voting Rights Act Back To The Supreme Court

The U.S. Department of Justice on Thursday officially joined the battle to prevent Texas from changing its voting laws without federal permission. The move comes after the Supreme Court?s decision in June overturning a key section of the Voting Rights Act and freeing Texas from such federal oversight.

Attorney General Eric Holder?s decision carries important short-term implications and sets the stage for potentially sending the Voting Rights Act back to the Supreme Court so that the justices can decide whether or not to continue chipping away at what?s left of it.

?Today I am announcing that the Justice Department will ask a federal court in Texas to subject the state of Texas to a preclearance regime similar to the one required by Section 5 of the Voting Rights Act,? Holder said in a speech before the National Urban League in Philadelphia, Pa. ?We believe that the State of Texas should be required to go through a preclearance process whenever it changes its voting laws and practices.?

In the near term, this provides a substantial boost to civil rights advocates in Texas. Using the same section of the Voting Rights Act that Holder announced he is proceeding under, they had already asked a federal court earlier this month to require Texas to get what is called ?preclearance.? But rather than proceeding under Section 4 of the act, which the Supreme Court struck down, the groups proceeded under the lesser-known Section 3, which lets courts ?bail in? jurisdictions for preclearance if those jurisdictions have demonstrated an intent to marginalize certain racial or ethnic groups.

In Texas, statehouse Republicans passed a 2011 redistricting map for state legislative and congressional districts that a court later found intentionally discriminated against blacks and Latinos. The court threw out that map and drew its own for the 2012 elections. Texas Republicans this year passed a new map to replace the court-drawn one. That map would also have have to been reviewed by the Justice Department or the courts, until the Supreme Court decision in June cut Texas loose from such oversight. That dubious recent history is what civil rights advocates are staking their Section 3 claim on.

And now Holder has joined that fight, directing the Justice Department to join the already-pending lawsuit filed by civil rights groups.

?I think this is a big move by Holder. It shows that the DOJ is going to be aggressive in supporting minority voting rights,? said Rick Hasen, an election law expert and professor at University of California, Irvine. ?They?re going to be filing papers to make the point aggressively to make the case that there should be ?bail in? [of jurisdictions that seek to enact discriminatory voting laws]. But whether it?s going to make a difference in terms of protecting minority voting rights ? it?s way too early to know.?

Civil rights advocates caution that Section 3 is not an adequate substitute for the section that was overturned by the Supreme Court, because it requires proof that the law carried the intent ? not merely the effect ? of discrimination. And that?s very difficult. But it?s still a useful tool and they believe Texas? redistricting map in 2011 makes the state a good candidate.

The state of Texas has made clear it will fight the DOJ?s efforts, and argues that both Section 3 and Section 5 are unconstitutional. That means they could appeal directly to the Supreme Court if civil rights advocates succeed at ?bailing in? Texas. ?It would go as a direct appeal to the Supreme Court,? Hasen said. ?And I think the Supreme Court would take the case.?

If Texas wins the case, it?s unclear if DOJ would appeal. But if it loses, it?s all but certain Texas will appeal. In a statement Thursday, Gov. Rick Perry (R) slammed Holder?s move as reflecting ?utter contempt for our country?s system of checks and balances? and said that an ?end run around the Supreme Court undermines the will of the people of Texas.?

The Justice Department sees this as the first step in their efforts to crack down on voter discrimination with the tools they still have under the Voting Rights Act. Officials are closely watching other state-level moves, such as the voter ID push in North Carolina. Part of the aim is to fire a warning shot to states and make clear that they?ll face DOJ pushback if they seek to exploit the Supreme Court decision.

Matt Miller, a former Obama Justice Department spokesman, told the Washington Post the DOJ is likely to also file suit over Texas? voter ID law and may even sue North Carolina if it passes an expanded voter ID law.

If the Texas case does end up back before the Supreme Court for a more definitive ruling on sections 3 and 5, it?s unclear how the justices will rule. While Justice Clarence Thomas made clear in this year?s Voting Rights Act case that he wanted to go further and overturn preclearance entirely, the other four conservative justices did not take a position. One school of thought is Justice Anthony Kennedy would be the likely swing vote on whether the concept should be allowed to stand within the narrow parameters of Section 3.

?It could be that Justice Kennedy would be okay with bail-in,? Hasen said. ?It?s hard to predict.?

SoftBank CEO: no comment on whether he tried to buy Universal Music

TOKYO (Reuters) - SoftBank Corp CEO Masayoshi Son said on Thursday he could not comment whether he had tried to buy Universal Music, after a media report last week said Universal's owner Vivendi SA had rejected an $8.5 billion offer from Son's company.

"I can't comment on the matter," he told reporters inside Japan's Ministry of Internal Affairs and Communications, when asked whether he had considered acquiring Universal Music from Vivendi.

The Financial Times reported last week that the Japanese telecoms group, which just completed a $21.6 billion takeover of U.S. mobile carrier Sprint Corp on July 10, made an all-cash offer to buy Universal Music about three months ago.

President Mugabe attacks Obama for tying aid for Africa and the decriminalisation of homosexuality

Zimbabwean President Robert Mugabe has criticised US President Barack Obama for tying aid for African countries to the decriminalisation of homosexuality.

Mugabe made the comments whilst addressing thousands of Zanu PF supporters on Tuesday.

He said:??Obama this man born of an African father and a white mother told us that US can only provide financial aid if we accepted homosexuality as a country.?

Going on to say that Zimbabwe would never legalise homosexuality, he said:??No gay couples could have children even if you lock them up for five years in a house.?

?We have to take these seats back even if it means taking them from the python that swallowed them in the last election,? he continued.

Mugabe has previously referred to gay people as being ?worse than dogs and pigs.?

In 2005, Prince Charles drew controversy in Britain when he shook hands with him at the funeral of Pope John Paul II.

Back in May,?Morgan Tsvangirai, Zimbabwe?s prime minister was criticised by gay rights campaigners in the country for denouncing homosexuality and reportedly saying marriage ?should be between a man and a?woman.?

Dell's founder boosts offer to buy the company

(AP) ? Dell's founder is boosting his offer for the struggling computer maker by a dime to $13.75 per share in hopes of attracting more shareholder support for his plan to buy the company and take it private.

The move came just hours before Dell's shareholders were scheduled to vote on the previous offer from Michael Dell and the investment firm Silver Lake Partners.

The Round Rock, Texas, company said it was delaying its shareholder meeting for a second time, moving it to Aug. 2 to give its board time to consider the offer. The meeting had been set for later Wednesday, after being delayed the week before in a sign that the offer didn't have enough shareholder support.

Michael Dell and Silver Lake said Wednesday that the new offer increases the total amount paid to shareholders by about $150 million to more than $24 billion. They say it's their best and final offer.

As part of the new offer, the group also wants to change the conditions for approval to require that a majority of the shares voted, excluding Michael Dell's stake, be in favor of the proposal. Under the current terms, the group needs a majority of all the company's outstanding shares, whether they are voted or not, excluding Michael Dell's stake, to vote in favor of it.

Dell shares slipped 5 cents to $12.83 in morning trading despite the higher offer.

In their letter to dell shareholders, Michael Dell and Silver Lake said they believe the change is "fair and reasonable" to the company's other shareholders, especially given the new offer's additional 10 cents per share for the stakeholders.

"There is simply no rational basis for shares that are not voted to count as votes against the merger agreement," the group wrote in their letter.

Two major Dell Inc. shareholders, billionaire Carl Icahn and investment firm Southeastern Asset Management, have been spearheading an effort to defeat the deal. They depict the proposal as an attempt by Michael Dell to seize control of the company at a sharp discount to its long-term value.

Icahn and Southeastern have offered a more complicated alternative, but they first need to block the deal with Michael Dell and then replace the company's board in a follow-up battle.

A spokesman for Icahn didn't immediately return an email seeking comment.

In a letter on Tuesday, Icahn and Southeastern ridiculed the four-member special committee for its stalling tactics. "Do not move election day again," they wrote. "This is not a banana republic."

Michael Dell believes he can turn around the company by spending heavily to build better tablets while also diversifying into more profitable areas of technology, such as business software, data storage and consulting. But making those changes are likely to be tumultuous and temporarily lower Dell's earnings, an upheaval that Michael Dell contends will be more tolerable if the company no longer has to answer to other shareholders.

Dell's board says it want to sell to Michael Dell because it believes waiting for an uncertain turnaround is too risky. If the current deal unravels, analysts believe Dell's stock could plunge below $9, reverting back to its levels of late last year.

Man Arrested For Facebook Post About George Zimmerman Verdict

A New York man was arrested for making a terroristic threat after he posted a Facebook status about the George Zimmerman verdict. "Kill all whites," the post read, in part.

Remel Newson, a 20-year-old Queens, N.Y., man, was angry after a jury in Sanford, Fla., on July 13 found Zimmerman not guilty in the shooting death of Trayvon Martin, an unarmed black teenager. Newson took to Facebook to air his grievances, posting a status update about how blacks cannot get justice, according to WNYC. He used the hashtag "#killall whites" and wrote, "let's kill cops nd neighborhood watcher [sic]."

Read the full post below (via Gothamist):

BLAC N****S CNT GET NO TYPE OF JUSTICE FUCCIN WIT DESE CRACCER'S #KILLALL WHITES DATS DA TYPE OF S**T I'M ON F**K DIS BEEF S**T LET'S KILL COPS ND NEIGHBO RHOOD WATCHER #FACTS DAT

A New York Police Department officer monitoring Facebook saw the post on July 17. Hours later, the Queens man was arrested for ?making a terroristic threat," a felony, according to WNYC. He was later charged with unlawful possession of marijuana.

Following the arrest, Newson admitted to police he "f**ked up" and made a "stupid mistake," according to DNAinfo New York. However, his lawyer, Tasha Lloyd-Garcia, claims her client copied and pasted the "terroristic" post from another person's profile onto his. She is "disturbed" over how the NYPD obtained a search warrant based solely off the posts.

"It doesn't seem like it would meet the standard for probable cause to get a search warrant," she told DNAinfo. "There's no common scheme or plans to carry anything out."

Arrests over Facebook posts are not unheard of. In February, Texas teen Justin Carter was jailed after he made a sarcastic threat in a Facebook comment to "shoot up a school full of kids and eat their ... hearts" while arguing with a friend over a video game. A woman from Canada saw the post and alerted authorities. Carter was taken into custody and charged with making a terroristic threat. On July 11, he was freed on $500,000 bail after nearly six months in jail.

William and Kate keep world waiting for baby's name

By Peter Griffiths

LONDON (Reuters) - Prince William and his wife Kate kept the world guessing about the name of their first child as they left hospital to start family life with the future king.

"We are still working on a name, so we will have that as soon as we can," William told reporters outside St Mary's Hospital in London on Tuesday. "It is the first time we have seen him really, so we are having a proper chance to catch up."

George, James, Alexander and Louis are the bookmakers' favourites for the youngest royal, third in line to the British throne after Prince Charles and William.

The royal couple gave the world its first sight of their baby when they emerged from hospital to cheers from well-wishers and a barrage of camera flashes.

A beaming Kate posed for pictures before handing her son to William who joked that the baby had more hair than him and had inherited his wife's good looks.

The birth gave a further boost to the royal family after the celebration last year of The Queen's 60 years on the throne and the marriage of Kate and William in 2011.

The monarchy's popularity sank to a low in the 1990s after a string of divorces and the death of William's mother, Diana. Elizabeth was criticised for her response to her death. The Guardian newspaper described the turnaround as "an incredible recovery".

'LITTLE PRINCE'

Most British newspapers devoted their front pages to big pictures of the baby, with headlines such as "Hello World" and "Our Little Prince". The story also received blanket coverage on many TV networks and websites around the world.

Royal precedent suggests there may be no rush to release the infant's name. It took a month for Prince Charles' name to be made public and a week for William. However, his brother Harry's name was released a day after his birth.

After weeks of fevered coverage, the couple are expected to keep a low profile.

They have been living in a remote part of Wales, where William works as a rescue helicopter pilot. They are expected to move later this year to London's Kensington Palace, William's childhood home.

Royal observers say William will shield his son from the obsessive attention that plagued his mother Diana, killed in a car crash in 1997 after her car was chased by photographers.

"William knows only too well that his baby son will be the new favourite creature in the circus he grew up in," wrote Daily Telegraph columnist Allison Pearson. "Every plan he and Kate have put in place is to protect him."

HUNTINGTON, W.Va. Dr. Miaozong Wu of the Center for Diagnostic Nanosystems at the Marshall University School of Pharmacy has been awarded a $750,000 grant from NASA to lead a team of researchers investigating the muscle and bone loss associated with space travel.

Wu's three-year project was one of only 14 funded nationally through NASA's Experimental Program to Stimulate Competitive Research (EPSCoR). According to Dr. Majid Jaridi, chairman of the NASA West Virginia EPSCoR Committee, which coordinates the grant proposal process in West Virginia, researchers in 29 states were eligible to compete.

"Marshall University has had a track record of success in winning these grants. The program is quite competitive and this latest award is a great achievement for the team," Jaridi added. "I look forward to working with them to get the project started."

Wu said, "The loss of muscle and bone observed with space travel is an important and vexing problem, and NASA has put a high priority on identifying risk factors and treatments. It was really exciting news to get this award. We have a great team ready to get to work."

Wu's team of collaborators for the project includes: Dr. Eric Blough and Dr. Nicole Winston, also of the School of Pharmacy; Dr. Henry Driscoll and Dr. Omolola Olajide of the university's Joan C. Edwards School of Medicine, Department of Internal Medicine; and Dr. John Leidy of the Huntington VA Medical Center. Other contributors include colleagues at West Virginia State University, University of Louisville, University of Delaware, Universities Space Research Association and NASA's Johnson Space Center.

Wu explained that the researchers will have three primary objectivesto study the effects of space travel on the body's muscles and bones, to identify possible causes and to develop potential treatments.

"The lack of gravity and the exposure to increased radiation in space are believed to be related to musculoskeletal loss, but very few studies have been done," he said. "Our findings will have direct applicability not only to NASA personnel traveling in space, but also to anyone who is experiencing muscle and bone loss, including aging patients and those suffering from cancer, AIDS and diabetes."

Wu added that the project will involve undergraduate and graduate student researchers, and endocrinology physician fellows from the Department of Internal Medicine's Endocrinology Fellowship Program.

"An important component of this particular NASA program is to train students for science and other high-tech careers," he said. "We will be giving them hands-on opportunities to do significant research associated with this study."

Dr. Kevin Yingling, dean of the School of Pharmacy, congratulated Wu and his colleagues for the award, saying, "This project will further the team's partnerships, significantly increase the state's research and development capabilities, and support both our educational mission and economic development in the region. It's really a win-win."

Curiosity Rover Samples Air for a Taste of Mars History

Early data from the rover teases out new details of Mars?s atmosphere and how it changed over billions of years

It?s time to update the list of ingredients in Martian air.

In late 2012 NASA?s Curiosity rover drew air into its onboard laboratory and analyzed Mars?s atmospheric composition with a pair of spectrometers. The results of the investigation, published July 19 in Science, revise decades-old data on the makeup of Red Planet air and paint a broad picture of how the atmosphere has changed since the planet?s formation.

The diaphanous layer of gas enveloping Mars, where the atmospheric pressure is only about 1 percent of Earth?s at sea level, is predominantly carbon dioxide, with much smaller contributions from nitrogen and argon. Together those three gases constitute more than 99 percent of the atmosphere. (Earth?s atmosphere is also dominated by three gases: nitrogen, oxygen and argon, in that order, plus a variable amount of water vapor.)

But NASA?s Viking mission in the 1970s detected a significantly larger contribution from nitrogen than argon?2.7 percent nitrogen to 1.6 percent argon. The new measurements from Curiosity?s Sample Analysis at Mars spectrometers show that the two gases are present in almost equal amounts. In fact, argon (1.93 percent) appears to be slightly more prevalent than nitrogen (1.89 percent). The precision of the new measurements leaves little room for uncertainty, although future data from Curiosity will help constrain any seasonal variations in the atmospheric makeup.

The rover is already investigating longer-timescale changes to Mars?s atmosphere by measuring which gases are present and which nuclear isotopes are in those gases. (Isotopes are atoms of the same element with different atomic masses.) Researchers can then compare the isotopic measurements with ancient gases trapped in Martian rocks that, freed from the surface by impacts, have fallen to Earth as meteorites.

?It tells us for the first time the atmospheric composition to an accuracy that?s high enough to make direct comparisons to the meteorites in all our labs,? says experimental atmospheric scientist Chris Webster of the NASA Jet Propulsion Laboratory in Pasadena, Calif., lead author of one of the new rover studies.

The ratio of isotopes in carbon dioxide molecules, for instance, can indicate how much of the Martian atmosphere has been lost to space?whether blown away by meteor strikes or stripped by solar wind. Carbon dioxide molecules made with run-of-the-mill carbon-12 (the most common form of that element) are lighter than molecules containing the heavy isotope carbon-13 and escape to space easier. Therefore, atmospheric loss leaves a planet?s carbon dioxide reservoir depleted in carbon-12 and relatively enriched in carbon-13.

Compared with past missions such as Viking and NASA?s Phoenix lander, Curiosity has revealed a greater role for carbon-13, supporting the idea that Mars once had a much richer atmosphere. Intriguingly, the Curiosity data closely match analyses of a meteorite called Allan Hills 84001, which formed on ancient Mars before being ejected into space and subsequently landing in Antarctica. (The Allan Hills meteorite rose to fame in 1996, when scientists made the highly controversial suggestion that it might contain fossilized remains of Mars life.)

?We know that the Allan Hills meteorite is four billion years old,? Webster says. ?It traps gas from that early Martian atmosphere.? Curiosity, on the other hand, can determine the precise makeup of the atmosphere today. ?So we now have enough confidence and enough accuracy in the measurements to make that comparison. The overarching result is that the atmosphere has changed very little in four billion years.? In other words, it appears the bulk of Mars?s atmosphere was lost relatively shortly after the planet?s formation 4.5 billion years ago.

That does not mean there hasn?t been any recent variation. Methane, a gas that some planetary scientists expect to change greatly over time, is notably absent from the new studies. In recent years, measurements from Earth have indicated the appearance and disappearance of methane plumes on Mars that might spew from geologic?or even biological?sources. Those observations have stirred controversy, which Curiosity ought to help settle. The rover has yet to detect the gas, but that does not necessarily mean it is absent from the Martian atmosphere. The precise upper limits on methane abundance that rover scientists can infer from Curiosity?s nondetection will appear in a later study.

?That?s a big story, so we decided to separate it,? Webster says. ?We have a result that?s very interesting,? he adds, which has been submitted to Science for publication. ?We have no definitive detection of methane?I can tell you that.? It remains to be seen if Curiosity?s limits on methane abundance strongly conflict with the levels expected in the presence of seasonal methane belches from the Red Planet. If they do, the supposed plumes of mysterious origin may be consigned?alongside the purported fossils in the Allan Hills meteorite?to the long list of Martian mirages, much to the dismay of optimistic astrobiologists and an excited public. ?It?s not a message people want to hear,? Webster says. ?They don?t really want to hear that there?s no methane on Mars.?
