Sherwin-Williams pays $80 million to settle U.S. labor department probe

(Reuters) - Sherwin-Williams Co has reached a settlement deal with the U.S. Department of Labor related to the U.S. paint maker's employee stock ownership plan by making a one-time payment of $80 million to the plan, the firm said on Wednesday.

The company - which markets paints including Dutch Boy, Krylon, Minwax and Water Seal as well as its namesake brand - said the payment will result in an after-tax charge to earnings of $49.2 million, or 47 cents per share, in its fourth quarter, ended December 31, 2012.

"The settlement will result in payments totaling $80 million to current and former participants in the plan as well as to their beneficiaries," the Department of Labor said in a statement issued to Reuters.

The settlement also requires Illinois-based trustee GreatBanc Trust Company to undergo an audit of its pension plan activities, the Labor Department said.

In January, the company posted a fourth-quarter profit of $1.12 per share on revenue of $2.22 billion.

Sherwin-Williams said the agreement will not have an effect on its full-year 2013 earnings forecast issued on January 31, 2013.

'This is madness': Simpson and Bowles blast Washington on deficit

Politics Confidential

The deficit reduction mavericks are back. Alan Simpson and Erskine Bowles failed to get Washington to accept their original deficit reduction plan at the end of 2010; but this bipartisan duo is rolling out a revamped plan? and more tough talk aimed at both Congress and the President.

"They haven't done any of the tough stuff, any of the important stuff, they haven't reformed the tax code...they haven't done anything to slow the rate of health care to the rate of growth of the economy, they haven't made Social Security sustainably solvent. There's about $2.4 trillion more of hard work we've gotta do," former Clinton White House Chief of Staff Erskine Bowles tells Politics Confidential.

In their new plan, Simpson and Bowles call for a variety of measures that would shrink the nation's deficit, ranging from decreasing discretionary spending to reforming government programs to make them more sustainable. Simpson gets particularly passionate when talking about reforming programs utilized by the country's growing aging population, such as Medicare and Social Security, describing our current path as "madness."

"10,000 [Americans] a day are turning 65," says the former senator from Wyoming. "This is madness. And life expectancy is 78.1, and in 5 years will be 80. Who is kidding who? This will eat a hole through America."

Simpson points out that all the suggestions they've offered to reform Medicare and Social Security would be gradual and would not affect anyone over the age of 60.

To hear more about Simpson and Bowles new plan to deal with the country's fiscal problems, and to hear their thoughts about the impending sequestration on March 1, check out this week's Politics Confidential.

Smart Office Incorporates HP and Microsoft Tech | Metropolis POV ...

The international design competition, sponsored by HP and Microsoft, in partnership with the creative platform Talenthouse, was called the HP/Microsoft Smart Office Challenge. The challenge was nothing less than to design the ultimate office space of the future. No pressure. The only requirement was that the design had to feature existing HP technology.

Our team won both the judges? and the people?s choice awards. We are MulvannyG2 Architecture and industrial design firm Zac & Co., formed as collaborators on a design called HP MIMIC, a movable workplace that can be customized by touching a screen. With this design, users will be able to transform their offices to match their individual work styles and requirements, in addition to incorporating their company?s culture. Made of rigid aluminum and fully wired, the ?plug and play? design features a collapsible system of rotating electrochromatic glass modules, controlled via a HP tablet interface. Last month, a prototype, built by HP, was presented at the Alt Design Summit in Salt Lake City. This animated video, created by MulvannyG2, illustrates the concept.

Here Alan Feltoon and Zachary Feltoon ? in real life they?re father and son ? discuss their design process for the HP MIMIC, the rapidly expanding role of flexible technology in the workspace, and the importance of design competitions in pushing forward new ideas.

Alan Feltoon: Collaboration can be wonderfully messy, particularly when crossing disciplines, with the potential for creating big ideas and concepts. Our two firms had previously worked together on the Battery Park Conservancy Design Competition, ?Draw Up a Chair.? Through that process we realized how well we work together and were eager to do it again. The HP/Microsoft Smart Office Challenge presented an ideal opportunity.

Zachary Feltoon: I found it fascinating how much the language surrounding various types of creative design can differ. At first, it was like having a multilingual charrette. We were using different terms, yet trying to get to the same place. But soon we progressed to conversations that would include all aspects of the user experience while also using other mediums to inform our own work. When you collaborate you open yourself up to new ideas, and in that regard you?re never working solely within your own medium.

Untitled-2

Alan: True, the language is different, but it was fun working through that. I?ve been an adjunct professor at Pratt Institute, and have critiqued many different disciplines, including industrial design. Teaching has allowed me to be a multi-disciplinarian, so I liked the challenge of bringing these worlds together and looking for new possibilities.

Zachary: As an industrial designer, I?m generally focused on the user experience and his or her tactile interaction with an object. But in brainstorming with the team, we got into space planning, efficient movement, and the natural flow and interaction that occur in workspaces. These are things I?ve been aware of and have worked on, but I found it enlightening to hear the perspectives of interior designers and architects. We continue to formulate language to express the combination of industrial design and interior design, and moving it from a human scale to something larger.

Untitled-3

Alan: It also widened the conversation about the workplace in general. For me, this competition was a chance to work with a team of diverse talents that, along with Zachary, included about 10 people from my firm, representing three different generations. The younger people brought drive and energy and I tried to add some perspective based on my experience.

Zachary: I think that?s why it worked so well. The team ranged from Baby Boomers to Millennials, much like many corporations and businesses today. For the competition, we needed to offer solutions that fit a wide range of working styles and technological preferences. Rather than have a different design for each group, we created one system dynamic enough for users to adjust to their own needs. I think we made the right call.

Alan: The discussions about how people interact with technology were really interesting.

Zachary: I agree. This was also reflected in how we worked on this project. Our design process literally mimicked the product we were creating, just as the ideal workspace should mimic how people actually work. My company is based in Brooklyn and the MulvannyG2 team is in D.C., so we used Skype, Drop Box, and some open source tools to share sketches and ideas in real time. This is similar to what many businesses are doing, so our process was relevant to real world applications. Now I walk around with my office in my bag, so I?m used to seamless technological connectivity. Part of the idea was to scale up that concept.

Untitled-4

Alan: The workspace should conform to people, not the other way around. It should carve out spaces for people to personalize according to their needs. Creating a physical manifestation of the modern work environment was a challenge. Since we can work anywhere ? anywhere ? home, car, coffee shop, park bench ? it doesn?t make sense to create costly spaces that are empty much of the time. Think of costs like real estate, utilities, and furniture.

Zachary: And that gets to the idea of work itself. It?s really about the exchange of ideas.

Alan: Or should be! The workplace should be a place to share ideas and collaborate, not just a space to churn out emails and ?do? work. The space should encourage and enhance creativity, and ultimately, productivity. Thanks to mobile technology we aren?t tied to a place anymore, but the need and desire to collaborate remains. So the question becomes, how can we use technology to create better collaboration, and ultimately, better ideas?

Untitled-5

Zachary: It really comes down to communication. During the design process on MIMIC, I grew to appreciate how our conversations with the team helped us look at all space within an office as usable space. The office kitchen, for instance, can be more than a place to eat or fill your coffee mug. It can be an informal conference room if designed right. What happens in the negative space surrounding desks can be as important as what happens at the desk itself.

Alan: And an office is much more than a place to set your laptop. This is part of an evolution from cubicles to mountable wall systems to something like the MIMIC, which is a stand-alone, scalable system. I don?t need a designated desk; I just need space that serves my needs wherever I am. This is particularly helpful for international firms like mine. I can go to Shanghai and be instantly familiar with the space I?m working in.

That brings up the importance of competitions like this one, and why both of our companies embrace them. It?s critical for an architecture firm to invest time, effort, and money in such competitions, and especially great when you win, of course. But the R&D value is enormous regardless of outcome. Ideas that may be ahead of their time do help to drive things forward, especially when you have giants like HP and Microsoft behind them.

Untitled-1

Zachary: Part of the goal is to use technology that?s on the cutting-edge yet transparent. In fact, part of what makes it so great is the transparency and seamlessness.

Alan: Something that helps people to manage space and time on their own terms ? and not just so we can work more, but to improve quality of life.

Zachary: So it?s less about creating the ?office of the future,? than about giving people the ability to create their own scalable and customizable offices. It?s about giving people options. All of which has served us well, especially as we get further into the next design competition together.

Alan: Like any creative endeavor, it?s an ongoing process.

California to receive larger share of mortgage deal

SACRAMENTO, Calif. -

?A new report says California will receive a larger share of a previously announced settlement with the nation's major mortgage lenders, allowing it to help more troubled homeowners.
? The state is expected to get at least $20.6 billion, roughly $2 billion more than projected when the settlement with the five largest banks was announced a year ago.
? Thursday's report, released by the national Office of Mortgage Settlement Oversight, says the settlement is helping about 175,000 California borrowers.
? Nearly 100,000 of them are getting reductions in the amount they owe on their home loans or an outright forgiveness of their loans.
? Most of the rest of the money is going to about a third of the borrowers who completed short sales or deeds in lieu of foreclosure.

Google's stock price breaks $800 for 1st time

SAN FRANCISCO (AP) -- Google's stock price topped $800 for the first time Tuesday amid renewed confidence in the company's ability to reap steadily higher profits from its dominance of Internet search and prominence in the increasingly important mobile device market.

The milestone comes more than five years after Google's shares initially hit $700. Not long after breaking that barrier in October 2007, the economy collapsed into the worst recession since World War II and Google's stock tumbled into a prolonged malaise that eventually led to a change in leadership.

Besides enriching Google's employees and other shareholders, the company's resurgent stock is an implicit endorsement of co-founder Larry Page. He replaced his managerial mentor, Eric Schmidt, as CEO in April 2011. Google's stock has risen by about 35 percent since Page took over. By contrast, the benchmark Standard & Poor's 500 index has climbed by 15 percent over the same stretch. Most of Google's gains have occurred in the past seven months.

In morning trading, Google's stock was at $801.99, up 1.2 percent, or $9.10.

The significance of crossing the $800 threshold is largely symbolic. If Google had its way, the stock wouldn't even be priced near these levels. The company, which is based in Mountain View, Calif., had hoped to split its stock last year in a move that would have at least temporarily halved the trading price by doubling the total number of outstanding shares. But the proposed stock split was put on hold until Google resolves a shareholder lawsuit alleging that the stock split unfairly cedes too much power to Page and fellow co-founder Sergey Brin. Page and Brin have been the company's largest shareholders since its inception. A trial on the lawsuit is scheduled to begin June 17 in a Delaware state court.

Assuming more investors wouldn't have bought the stock had it split, the company's market value probably wouldn't have changed from its current level of about $265 billion.

There is little dispute among analysts that Google appears well positioned for many years of prosperity. The reasons: Its Internet search engine remains the hub of the Web's biggest marketing network; its YouTube video site has established itself as an increasingly attractive advertising vehicle; and its free Android software is running on more than 600 million smartphones and tablet computers to create even more opportunities to sell ads.

The lower prices attached to mobiles ads have raised recurring concerns on Wall Street about the decline in the average rate paid for ads that run alongside Google's search results. The company, though, is trying to reverse the trend with upcoming changes to its ad system that will prod more marketers to buy mobile ads when they are creating campaigns for desktop and laptop computers.

Opinions about Google weren't as upbeat a few years ago. Although Google weathered the Great Recession better than most companies, its revenue growth slowed and its stock plummeted to as low as $247.30 near the end of 2008.

Things looked so bleak in 2009 that Google took the rare step of re-pricing stock options that had been doled out to its employees to give them a chance to make more money when the shares rebounded. The program allowed Google workers to swap their old stock options for new ones with an exercise price of about $308.

Even after the economy snapped out of the recession toward the end of 2009, Google's stock began to lag the rest of the market. Investors began to wonder if the company was losing its competitive age as it morphed from a hard-charging startup to giant organization with thousands of employees working in dozens of offices scattered around the world.

At the same time, Facebook was emerging as the Internet's fastest growing company in a meteoric rise. The social networking company had some people convinced it would eventually become a more important advertising vehicle than Google's search engine.

Perceptions have changed since Page became CEO. Under Page's leadership, Google has streamlined its decision-making and operations while closing dozens of services. It established its own toehold in social networking with the 2011 introduction of Google Plus.

Meanwhile, Facebook Inc. has lost much of the luster that made its initial public offering of stock one of the biggest in U.S. history. Since going public at $38, Facebook's stock has sunk 25 percent.

By contrast, Google's stock has never slipped below its August 2004 IPO price of $85.

Police: Shot reported at Pa. campus was newspaper

GETTYSBURG, Pa. (AP) ? Police in Pennsylvania say a student's report of a gunshot being fired was instead the sound of a newspaper hitting the sidewalk.

Gettysburg police Chief Joseph Dougherty says a Gettysburg College student had reported that someone in a white sedan fired a shot early Saturday morning. But Dougherty says police investigated and determined the sound came from a newspaper delivery driver throwing a paper from her vehicle.

After the report, the college alerted students and employees via text messages, voicemails and emails. A college spokeswoman says an all-clear message was sent around 8:30 a.m.

Deadly new virus is well adapted to infect humans, study finds

LONDON (Reuters) - A new virus that emerged in the Middle East last year and has killed five people is well adapted to infecting humans but could potentially be treated with drugs that boost the immune system, scientists said on Tuesday.

The virus, called novel coronavirus or NCoV, is from the same family as the common cold and as SARS, or Severe Acute Respiratory Syndrome. There have been 12 confirmed cases worldwide - including in Saudi Arabia, Jordan and Britain - and five patients have died.

In one of the first published studies about NCoV, which was unknown in humans until it was identified in September 2012, researchers said it could penetrate the lining of passageways in the lungs and evade the immune system as easily as a cold virus can.

This shows it "grows very efficiently" in human cells and suggests it is well-equipped for infecting humans, said Volker Thiel of the Institute of Immunobiology at Kantonal Hospital in Switzerland, who led the study.

NCoV was identified when the World Health Organisation issued an international alert in September saying a completely new virus had infected a Qatari man in Britain who had recently been in Saudi Arabia.

Coronaviruses are a family of viruses that includes those that cause the common cold as well as the one that caused SARS - which emerged in China in 2002 and killed about a 10th of the 8,000 people it infected worldwide.

Symptoms of both NCoV and SARS include severe respiratory illness, fever, coughing and breathing difficulties. Of the 12 cases confirmed so far, four were in Britain, one was a Qatari patient in Germany, two were in Jordan and five in Saudi Arabia.

POSSIBLE TREATMENT

Scientists are not sure where the virus comes from, but say one possibility is it came from animals. Experts at Britain's Health Protection Agency say preliminary scientific analysis suggests its closest relatives are bat coronaviruses.

What is also unclear is what the true prevalence of the virus is - since it is possible that the 12 cases seen so far are the most severe, and there may be more people who have contracted the virus with milder symptoms so are not picked up.

"We don't know whether the cases (so far) are the tip of the iceberg, or whether many more people are infected without showing severe symptoms," said Thiel, who worked with a team of scientists from the Netherlands, Switzerland, Germany and Denmark. "We don't have enough cases to have a full picture of the variety of symptoms."

Thiel said that although the virus may have jumped from animals to humans very recently, his research showed it was just as well adapted to infecting the human respiratory tract as other coronaviruses like SARS and the common cold viruses.

The study, published in mBio, an online journal of the American Society for Microbiology, also found that NCoV was susceptible to treatment with interferons, medicines that boost the immune system and which are also successfully used to treat other viral diseases like Hepatitis C.

This opens up a possible mode of treatment in the event of a large-scale outbreak, the scientists said.

Thiel said that with the future of the virus uncertain, it was vital for laboratories and specialists around the world to cooperate swiftly to find out more about where it came from, how widespread it was, and how infectious it might be.

"So far it looks like the virus is well contained, so in that sense I don't see any reason for increased fear," he said.

Israeli sniper posts photo of child in crosshairs

JERUSALEM - A photo posted online by an Israeli soldier showing a child in the crosshairs of a rifle scope has created a firestorm on the internet, drawing widespread criticism.

The photo was reportedly posted on Jan. 25 by Mor Ostrovski, 20, a member of an Israeli sniper unit. It shows crosshairs zeroed in on the back of the head of what appears to be a Palestinian boy in a village. The photo has since been taken down and Ostrovski's account has been deactivated.

"There are no other images to suggest that the photographer actually fired at the person in the image in this case," wrote Palestinian activist Ali Abuminah who runs the site Electronic Intifada and drew much of the attention to the photo. "The image is simply tasteless and dehumanizing. It embodies the idea that Palestinian children are targets."

Before the account was taken down, Abuminah posted other photos from Ostrovski's account that showed him in his olive green uniform holding a variety of weapons, including a sniper rifle.

Eytan Buchman, a spokesman for the Israel Defense Forces, told ABC News that Ostrovski told his commander on Saturday that he had not taken the photo himself but that he'd taken it off the internet. No disciplinary action will be taken.

"The picture in question does not coincide with IDF's values or code of ethics," the spokesman added in an e-mailed statement.

The uproar over the photo follows another posted by an Israeli infantryman on Facebook around a week ago. In it, he mocked the four Palestinian prisoners he was guarding by posing bound and blindfolded next to them. He was sentenced to 14 days detention after the brigade's commanders discovered the photo and ordered it taken down.

"Before the investigation began, it was discovered that the soldier was already judged by his commanders," Buchman said in a statement. "Since the documented offense isn't criminal and since the legal procedure conducted by the soldier's commanding officer was found appropriate, a disciplinary action was decided to be sufficient."

The IDF is active on social networking, disseminating statements on Twitter and Facebook and photos on Flickr and Instagram. But individual soldiers using social media have a history of getting the Israeli military into trouble.

In November, the head of the IDF spokesperson's social media unit landed in hot water after he posted a photo on Facebook with mud on his face, captioned "Obama style." In 2010, a reservist named Eden Abergil sparked outrage after posting pictures with blindfolded Palestinian prisoners. She told Israeli Army radio she didn't understood what she did wrong, but the IDF called the photos "shameful behavior."

EU privacy regulators take aim at Google privacy policy

European data watchdogs said on Monday they plan to take action against Google by this summer for its privacy policy, which allows the search engine to pool user data from across all its services ranging from YouTube to Gmail.

The move is the latest in a skirmish between the Web giant and Europe's data protection regulators who view the privacy rules put in place in March by Google as "high risk," although have stopped short of declaring them illegal.

Regulators view the bundling of data on users as potentially constituting a high risk to individuals' privacy.

Google last year consolidated 60 privacy policies into one, combining data collected on individual users across its services, including YouTube, Gmail and social network Google+. Users cannot opt out.

In October, Europe's 27 data regulators gave Google four months to change its approach, listing 12 "practical recommendations" for it to bring its privacy policy into line.

On Monday the French privacy regulator, which last year led an initial inquiry into the tech giant's new policy, said it would set up a further inquiry because Google had not yet addressed their concerns.

"Google did not provide any precise and effective answers," the French regulator CNIL said.

"In this context, the EU data protection authorities are committed to act and continue their investigations. Therefore, they propose to set up a working group, led by the CNIL, in order to coordinate their reaction, which should take place before summer."

Google said it did respond to CNIL on Jan. 8 by listing steps already taken to address their concerns.

"We have engaged fully with CNIL throughout the process and will continue to do so," Al Verney, a spokesperson said.

He added that the privacy policy did respect European law.

The pooling of anonymous user data across Google services, is a big advantage when selling online ads.

Google and other large internet groups such as Facebook provide free services to consumers and earn money from selling ads that they say are more closely targeted than traditional TV or radio campaigns.

Facebook to create 100 jobs in Dublin in new investment

Gareth Lambe, acting head of Office for Facebook Ireland, with the Minister for Jobs, Enterprise and Innovation, Richard Bruton, TD. Photo by Jason Clarke Photography

Social networking giant Facebook is to create 100 new jobs in Dublin, where it already employs 400 people at its international HQ.

Facebook?s Dublin office employs staff in a broad range of roles, including user operations, advertising, sales, policy and safety.

Among the jobs being created as part of the investment are roles in legal, software engineering, HR, product management, infrastructure, marketing, finance, data and analytics and design and user experience.

Gareth Lambe, acting head of Office for Facebook Ireland, said: ?Ireland is a great hub of international tech talent which is one reason why Facebook has its international HQ in Dublin.

?Today?s announcement means we will be expanding our workforce across multiple disciplines, such as user operations, safety and advertising. These jobs, which reflect growth in markets across Europe but also the Middle East and Africa, mean we will not only be recruiting from the local economy but supporting local businesses by increasing our footprint.?

Social media: a strategic industry for Ireland

Dublin is a vibrant global hub for social media businesses with players like Twitter and LinkedIn opening global offices in the city and search giant Google employs 3,000 people in the city. Indeed the city can rightly claim the title Social Media Capital of Europe at this rate.

Ireland?s Jobs Minister Richard Bruton, TD, said he had met senior executives from Facebook in their California headquarters as part of an intensive programme of IDA investment missions since taking office.

He said: ?Today?s announcement of a significant expansion by one of the biggest companies on the internet, with the creation of 100 high-end jobs, is a major endorsement of the tech environment in Dublin and further confirmation of our city?s status as the internet capital of Europe.

?This represents a significant economic commitment to Ireland by Facebook and I wish them every success with their operations here,? Bruton said.

The head of IDA Ireland Barry O?Leary said social media is a key strategy industry for Ireland in terms of job creation.

?No brand name better represents that sector?s thriving growth than Facebook. Employment-intensive services are a key focus of IDA?s Horizon 2020 strategy.

?The latest expansion and the nature of the employment being created illustrate how important the company is to the digital media cluster Ireland has developed over recent years,? O?Leary said.

Pioneer of the environmental portrait: Arnold Newman: Masterclass ...

On Friday night, artists, patrons and art lovers gathered at the Harry Ransom Center to celebrate the opening of their newest exhibit, Arnold Newman: Masterclass.

Newman?s archives, which have a permanent home at the Harry Ransom Center, span seven decades, capturing some of the most beloved celebrities and artists of all time, from Marilyn Monroe and Picasso to his iconic photograph of Igor Stravinsky and his piano.

Newman pioneered a style all his own that came to be known as environmental portraiture (a term he didn?t really care for, he preferred to just call it photographs of people). He shot outside the studio at a time when all of his contemporaries were bringing subjects into theirs. He didn?t want the control the studio had to offer.?

Newman preferred to capture his sitters in their natural habitat, using their art as the background sometimes mimicking it through his composition as with his portrait of painter Piet Mondrian.

With over 200 photographs spanning his entire career, the exhibit delves into his style evolution as a photographer and an artist (he studied painting and drawing), as well as how he thought about photography itself. Notes inside the margins of prints or on his contact sheets show his crops, the photos he hated, and the ones he loved.?

Ephemera like his notebooks, passport and Christmas cards are sprinkled throughout the gallery, giving the viewer a better sense of the man behind the lens.

The is the first major exhibition since Newman?s death in 2006, and it does great justice to his work, showing beautiful prints of both his famous and rarely seen photographs.

---

The exhibit will?run through May 12, 2013.

150 hurt as meteorite hits central Russia

YEKATERINBURG/CHELYABINSK, Russia (Reuters) - A meteorite shot across the sky in central Russia early on Friday and sent fireballs crashing to Earth, smashing windows, setting off car alarms and injuring 150 people.

Residents heard what sounded like an explosion, saw a bright light and then felt a shockwave as they went to work in Chelyabinsk, according to a Reuters correspondent in the industrial city 1,500 km (950 miles) east of Moscow.

The meteorite then raced across the horizon, leaving a long trail of white smoke in its wake which could be seen as far as 200 km (125 miles) away in Yekaterinburg. Car alarms went off, windows shattered and mobile phones worked only intermittently.

"I was driving to work, it was quite dark, but it suddenly became as bright as if it was day," said Viktor Prokofiev, a 36-year-old resident of Yekaterinburg in the Urals Mountains.

"I felt like I was blinded by headlights," he said.

No fatalities were reported but President Vladimir Putin, who was due to host Finance Ministry officials from the Group of 20 nations in Moscow, and Prime Minister Dmitry Medvedev were quickly informed.

The Emergencies Ministry said 150 people had been hurt, mainly by flying glass.

A local ministry official said the meteor shower may have been connected with an asteroid the size of an Olympic swimming pool that was due to pass Earth at a distance of 27,520 km (17,100 miles) but this could not be confirmed.

Windows were shattered on Chelyabinsk's central Lenin Street and some of the frames of shop fronts buckled.

A loud noise, resembling an explosion, rang out at around 9:20 a.m. (0520 GMT). The shockwave could be felt in apartment buildings in the industrial city's center.

"I was standing at a bus stop, seeing off my girlfriend," said Andrei, a local resident who did not give his second name. "Then there was a flash, and I saw a trail of smoke across the sky and felt a shockwave that smashed windows."

A wall was damaged at the nearby Chelyabinsk Zinc Plant but there was no environmental threat, a plant spokeswoman said.

Such incidents are rare in Russia. A meteorite is thought to have devastated an area of more than 2,000 square km (1,250 miles) in Siberia in 1908, smashing windows as far as 200 km (125 miles) from the point of impact.

The Emergencies Ministry described Friday's events as a "meteor shower in the form of fireballs" and said background radiation levels were normal. It urged residents not to panic.

Chelyabinsk city authorities urged people to stay indoors unless they needed to pick up their children from schools and kindergartens. They said a blast had been heard at an altitude of 10,000 meters (32,800 feet), apparently signaling it occurred when the meteorite entered Earth's atmosphere.

The U.S. space agency NASA has said an asteroid known as 2012 DA14, about 150 feet in diameter, would have an encounter with Earth closer than any asteroid since scientists began routinely monitoring them about 15 years ago.

Television, weather and communications satellites fly about 500 miles higher. The moon is 14 times farther away.
