TripAdvisor announces 50 jobs for Dublin

Fifty jobs are to be created as one of the world?s biggest travel websites sets up a new internet engineering hub in the capital.

TripAdvisor is to open the base in the area of Dublin known as the Silicon Docks where several internet giants have set up offices.

The new hub will be a centre for key engineering roles working with the company?s experts in the US to deliver new and improved features to the website?s platforms.

Richard Bruton, Jobs Minister, made the announcement.

?This is a company which has revolutionised the travel industry and one of the fastest growing businesses on the internet, and today?s announcement confirms our status as the internet capital of Europe. I wish TripAdvisor every success here,? he said.

The investment has been supported by IDA Ireland.

PROFESSIONAL SERVICES FIRM EY has announced 80 new jobs across its offices in Dublin, Cork, Limerick and Belfast ? with recruitment to take place over the next six months.

The company ? which provides Assurance, Advisory, Tax and Transaction Services ? says the expansion comes after they secured a number of new clients.

Managing Partner Mike McKerr said they hoped to attract local talent, but would also be ?reaching out? to those who have emigrated to Australia, America, South Africa and elsewhere to ??come home? and build a future with EY?

?We have already commenced a targeted recruitment campaign in these locations,? McKerr said.

Welcoming the news, Jobs Minister Richard Bruton said the recruitment campaign targeting Irish people living abroad was ?a strong sign of the progress we are making?.

?I am determined to ensure that, with the proper supports from Government, we can see many more investments like this over the coming months and years,? the Minister added.

The firm is seeking to fill roles for qualified accountants and senior executives as well as ?a number of key roles in the Financial Accounting Advisory and Fraud Investigations and Dispute Services?.

Consultants are also being sought for EY?s advisory team, to support services like cost reduction, risk, change management and IT transformation projects.

In addition to the jobs announcement, the company is also offering 160 graduate positions for their 2014 intake.

Mortar shell hits Chinese embassy in Syria: state media

BEIRUT (Reuters) - A mortar shell hit the Chinese embassy in Syria's capital Damascus on Monday, damaging the building and wounding one person, Chinese state media reported.

Insurgents fighting to topple President Bashar al-Assad have launched mortar and rocket attacks on the city center in recent months, including in the upscale al-Maliki neighborhood where the Chinese mission is located.

China's state news agency Xinhua said opposition forces had launched the shell, which fell into the embassy and damaged doors and windows. A Syrian employee suffered minor injuries, it said, without adding details.

Chinese Foreign Ministry spokesman Hong Lei said in a statement that China was "shocked by the incident and strongly condemns it".

Syrian state news agency SANA reported that mortar shells had landed near the embassy but did not mention any casualties.

The Iraqi consulate in the same neighborhood was hit by a mortar shell last week, killing an Iraqi woman, and a shell struck the Russian embassy a few days earlier, wounding three people.

The Britain-based Syrian Observatory for Human Rights, which has sources across the country, said mortars also fell on the Kafar Souseh and Tishreen neighborhoods in Damascus on Monday.

Iraq's Kurds vote amid rows, regional tensions

ARBIL, Iraq (AFP) - Iraq's Kurds voted Saturday in their first election in four years as their autonomous region grapples with disputes with Baghdad while fellow Kurds fight bloody battles in neighbouring Syria.The election for the region's parliament comes as the turmoil roiling the Middle East has raised renewed questions about the political future of the Kurdish nation as a whole.The Kurds are spread across a number of neighbouring states, where they have long faced hostile governments but have found increasing space to pursue their aspirations to run their own affairs.About 2.8 million Kurds are eligible to vote across the three-province region of northern Iraq, and queues were already forming when polls opened at 7:00 am (0400 GMT).Some voters wore the traditional garb reserved for special occasions, while many women wore the full-length black abaya."The situation used to be so bad, under the former Baathist regime," said Ghazi Ahmed, referring to the rule of now-executed dictator Saddam Hussein, who brutally persecuted the Kurds while in power."But now life is better, we are in a good situation," the 56-year-old shopkeeper said. "Life now is good, and hopefully the situation will improve in the future."The campaign centred on calls for more to be done to fight corruption and improve the delivery of basic services, as well as on how the energy-rich region's oil revenues should be spent.The election, the first since July 2009, sees three main parties jostling for position in the 111-seat Kurdish parliament, with implications beyond Iraq.The Kurdistan Democratic Party (KDP) of regional president Massud Barzani is widely expected to win the largest number of seats, although it is unlikely to obtain a majority on its own.But the Patriotic Union of Kurdistan (PUK), which is in government with the KDP, faces a challenge from the Goran movement in its Sulaimaniyah province stronghold.The challenge has been heightened by leadership questions as the party's veteran leader, Iraqi President Jalal Talabani, recuperates in Germany from a stroke.Internationally, the focus is likely to be on the region's drive for ever greater freedom from the federal government in Baghdad that to some looks like a drive for outright independence.The region has sought to establish a pipeline that would give it access to international markets, has sent crude across the border to neighbouring Turkey, and signed deals with foreign energy firms, including giants such as Exxon Mobil and Total.It has also capitalised on its reputation for greater safety and stability, as well as a faster-growing economy than the rest of Iraq, to solicit investment independent of the federal government.All this has drawn the ire of Baghdad, and the two sides are also locked in a protracted dispute over the Kurds' longstanding demands for the incorporation of other traditionally Kurdish-majority areas in their autonomous region.The region has also become increasingly embroiled in the 30-month-old conflict in neighbouring Syria.Clashes last month between Kurdish forces and jihadists seeking to secure a land corridor connecting them to Iraq pushed tens of thousands of Syrian Kurds across the border, seeking refuge in Iraq's Kurdish region.Barzani has threatened to intervene in the Syrian conflict to protect Kurdish civilians, although officials have since scaled back those remarks.Syria's Kurds have taken advantage of the uprising against President Bashar al-Assad's rule to set up their own administrations in a number of Kurdish-majority areas.Iraqi Kurdistan enjoys a high level of autonomy from Baghdad, and the regional parliament has passed laws on a wide range of issues.Kurdistan also operates its own security forces and visa regime and has control over an array of other responsibilities.The Kurdish authorities boast that the region enjoys greater freedom than the rest of Iraq, but their human rights record has still come in for criticism.Ahead of the polls, attacks on Goran supporters left one person dead and several wounded.

    Sony confirms PS4 camera features, also says to choose better gamertags

    Sony has unsurprisingly confirmed that the PlayStation 4 camera will have voice and gesture control.

    Announced during the Tokyo Game Show, Engadget noted that Sony will definitely be taking advantage of the PS4 add-on's dual cameras and four microphones to capture movement and vocal commands.

    The next-gen consoles will also support HDMI video capture, something that was lacking in the PS3.

    We've seen how the Xbox One Kinect and the Xbox 360 Kinect work, but the functionality of the PS4's camera features haven't been demoed yet, however we're sure Sony will be showing off the camera's abilities soon.

    Meanwhile, those gamertags ...

    Sony also mentioned that your gamertags are too weird and may be scaring off potential PlayStation Network gamers.

    In an attempt to improve the PSN user base, Sony is suggesting gamers use their real names to make the experience more welcoming for new people.

    Though if you're fretting about protecting your precious identities, Sony doesn't mind if you'd rather stick with the anonymity of "T0tAlly1337, NoScopes or SaltyBabyTEars."

    Singapore Airlines & Tata join hands to launch an airline in India

    I was travelling all day yesterday and hence could not bring you the good news! The Tata conglomerate, some of whose family members have been really passionate about aviation, put their hat back in the Indian aviation game earlier this year. First, they signed up to be a 30% shareholder in Air Asia India, which plans to launch a low cost airline in India by early 2014.

    And just yesterday, a new press release from the Tata group announced that they have signed up to make a 51:49 joint venture with Singapore Airlines, which will aim to launch a full-service airline in India with an initial investment of $100 million.

    While I am totally surprised by the move to cover the full spectrum with two airline partners who are as different as chalk & cheese, I am waiting further to see what happens next. Jet Airways covers the whole space with two different brands but the same infrastructure, others have stuck to a niche itself (Air India ?> Full Service & Indigo, Spicejet, Go Air ?> Low Cost Carriers), but a business house owning stakes in two airlines, and a majority in one of them, looks like a new strategy to me.

    The Tata group and Singapore Airlines go back a long way of course. It is said that Singapore Airlines was modelled on Air India back in the day when they launched (yes, Air India used to be that good!). In 1996, Tata wanted to set up an airline in alliance with SIA which never took off. In 2000, Tata & SIA came together to try and buy a 40% stake in Air India but their move was thwarted. And now they hope to get third time lucky.

    Birmingham Home Show - Weld for Birmingham

    Celebrity carpenter returns to the Magic City for weekend expo.

    Ty Pennington may no longer host Extreme Makeover: Home Edition, but the television personality and designer says he still has ?a pretty darn busy schedule,? which includes a visit to the fall edition of the Birmingham Home Show this weekend.

    ?I want home show visitors to walk away inspired to not only improve their own living environment but also the environment around them by reaching out to help others,? Pennington said of his appearance at the home improvement expo at 2 p.m. Saturday.? The show opens at 10 a.m. Friday at the BJCC and concludes at 6 p.m. Sunday.

    An Atlanta native who gained fame as a carpenter on TLC?s Trading Spaces, he headlines an event that includes Clean House host Mark Brunetz offering home organization advice, Birmingham Bargain Mom Christie Dedman sharing thrift tips, culinary demonstrations by local chefs, a canine fashion show, seasonal floral displays and a craft beer tasting.

    Pennington will be on hand to share stories from his nine seasons hosting Extreme Makeover: Home Edition, in which he led crews of builders and designers to provide home improvements for families facing financial hardships, usually giving homes complete makeovers in less than a week. One of those homes was in Birmingham.

    ?When I look back at it now, I don?t know how we pulled some of those projects off,? he said by phone earlier this week from California, where he was pursuing some new television projects. ?There had to be some type of higher power involved, because you really can?t do those things in four or five days, even though we did it.?

    While the program was a venue for telling the stories of the families benefiting from the home makeovers, it also served as a showcase for different styles and techniques of building.

    ?Honestly, I learned so many new and innovative things while we were doing that show,? Pennington said.? ?It was fascinating to learn what it?s like to build in Colorado and Maryland and Florida, because each part of the country has unique weather conditions, species of subterraneans, codes and soil.? And each town has its own distinctive style.? So I?ll be telling stories about those things Saturday and about what it was like to do the show.?

    Since he?s currently building a home in Florida, his weekend plans also include checking out what the home show has to offer.

    ?After your family sees you building so many homes for other people, the guilt starts to set in that you need to build one for your own family,? he said with a chuckle.? ?And trust me ? it?s taking a lot longer than a week.? There are so many cool new products and materials out there now to make homes more energy efficient and last longer that were not available a couple of years ago.? Some of them are so revolutionary they?ll blow your mind, so I?m looking forward to seeing some of them this weekend.?

    Having grown up in Georgia, Pennington is no stranger to Birmingham.

    ?You guys have got some of the best thrift stores in the world.? I still call Atlanta home, but Atlanta has gotten so big, a lot of cool people I know are cruising over to Birmingham to hang out.? Growing up in the South, I love coming home to it.? There?s something about the kindness, the sincere laughter, and the ability to have conversations with friendly people that you can?t get anywhere else.? I miss Southern hospitality.?

    That?s the spirit Pennington says he believes was conveyed through Extreme Makeover: Home Edition. ?When art and building came together, it didn?t get any better than when we could see the reaction of the families we were working for.? The human spirit of people working together to make it happen and inspiring people to do things for their communities ? that something that has a lasting, positive impact, and I think it?s the show?s legacy.? We proved it can be possible.?

    Heating oil from Bourne library transferred to closed Hoxie School

    Town Administrator Thomas Guerino advised selectmen last week that heating oil remaining in the tank at the Bourne Public Library on Sandwich Road has been transferred to the closed Ella. F. Hoxie School on Williston Road, North Sagamore.

    The library has been converted to natural gas. Guerino said the remaining oil in its tank ?when added to the fuel at Hoxie ? will help save money in keeping the closed school minimally heated this winter.

    A community group plans to create an arts and cultural center in the old school near the canal, as soon as the building is conveyed by the town.

    Jakks Pacific Spy Net Ultra Vision Goggles

    When I was a kid, night vision goggles were $15 glasses with LED lights and green lenses. Nowadays, kids can get?actual night vision goggles. The Jakks Pacific Spy Net Ultra Vision Goggles are functional infrared goggles reasonably priced at $59.99 (list). They let you see in the dark, watch people with various fun video filters, and record anything you see with a built-in camera.

    Goggle Design
    The Spy Net Ultra Vision Goggles are a large hunk of black plastic with a lens and two arrays of infrared LEDs on one end, two eyepieces surrounded by a rubber shield on the other end, and a series of gray, orange, and green switches on the top surrounding a black power switch and a cover for a microSD card slot. A thin strap hangs from the sides of the goggles, letting you wear them around your shoulders. The underside holds a screwed-in battery door that covers a compartment for four AA batteries.

    Like real night vision goggles, the Ultra Vision Goggles use a camera sensor and LCD screens to put a picture in front of your eyes. Since these goggles are a toy, it means the image you see is very low-resolution, and because the goggles are several inches long with the relatively narrow camera on the far end, they heavily skew your perspective and it's easy to bump into things.

    Plenty of Controls
    A green lever on the top of the goggles switches them into night vision mode, which makes the camera extremely infrared-sensitive and puts a green filter on the picture. This isn't just a visual trick, though; the goggles are sensitive enough to let you see in complete darkness. The right array of infrared LEDs constantly illuminates (invisibly) anything close to it, and a light switch on the top turns on the left array of infrared LEDs that have a slight red glow and can illuminate with infrared objects further away. I used the goggles in a completely dark room, and I could see it clearly with the left array turned on. The red LEDs illuminate objects too much if they're close, though, and the invisible LEDs work better in certain situations.

    Photos and Videos
    The goggles can capture video or still pictures in VGA (640-by-480) resolution, which is enough to give kids some fun mementos of their adventures. The image quality is predictably terrible, getting very blurry at the slightest movement, or simply because the subject shifted and you forgot to adjust the focus. In this, VGA is a functional resolution, because it's just small enough to make poor details forgivable.

    The Jakks Pacific Spy Net Ultra Vision Goggles land on the ever-expanding list of toys that would have been awesome to have when I was a kid. They're a bit pricey (about as much as a PlayStation 3 game), and they might encourage your children to ambush you in the dark, but the goggles are incredibly entertaining for what, just a decade ago, would have consisted of just green lenses and a flashlight.

    Japan Airlines starts JAL Tohoku Support Project

    TOKYO, Japan - Japan Airlines (JAL) has started JAL Tohoku Support Project - "VISIT TOHOKU!" since June 1, 2013 under its basic CSR (Corporate Social Responsibility) Policy. For purpose of supporting disaster-affected area, the airline contributes to stimulate tourism demands and support local industries in Tohoku through its activities of "Bring more tourists to Tohoku" and "Promote people's interest in Tohoku", as well as contributes to support the disaster-affected inhabitants.

    JAL decided to operate two round-trip chartered flights from Taipei, Taiwan to Tohoku and one round-trip chartered flight from Fukushima to Honolulu in accordance with this purpose.

    Many countries and areas in the world have made donations to the disaster-affected area after the Great East Japan Earthquake happened, and among them, especially Taiwan has made a generous donation to disaster-affected area in Tohoku.     Meanwhile, through the chartered flight from Fukushima to Honolulu, JAL wants to provide residents in Fukushima a closer opportunity to refresh their minds by travelling abroad and encourage them to keep walking on the way to rehabilitation.

    JAL will fulfill its responsibility as a corporate citizen to meet the expectations of society through its core air transport business. Starting from JAL Tohoku Support Project, the airline will develop various kinds of CSR activities to contribute the betterment of society.

Some western release dates and prices for the likes of the Vita TV and new Vita are pretty likely, as are more details and games for the incoming PlayStation 4 -- c'mon, it's barely two months away from launch.     Police: 12 dead in Navy Yard shooting

    WASHINGTON ? There were multiple fatalities Monday morning following a shooting at the Washington Navy Yard, officials said. One gunman died in the shooting, and police are seeking two other possible shooters.

    The Navy Yard was placed on lockdown after shots were fired inside a building on the base, the U.S. Navy said. At least 10 people were injured in the shooting, including eight civilians, one Washington Metro police officer and one base officer, D.C. Metro Police said.

    According to the Associated Press, six people were killed. It's unclear if that figure includes the gunman, who was shot during an exchange with the Metro Police officer.

    "As far as we know, it's an isolated incident," D.C. Mayor Vincent Gray said.

    D.C. Police Chief Cathy Lanier said authorities are seeking two possible suspects who may still be at large: a white male wearing a khaki military-style uniform and a beret, carrying a handgun; and a black male, approximately 50 years old, wearing an olive military-style uniform, carrying "a long gun."

    Before a scheduled economic speech at the White House, President Barack Obama deplored "yet another mass shooting" ? this one targeting military and civilian personnel.

    ?These are men and women who were going to work, doing their job, protecting all of us," Obama said. "They?re patriots, and they know the dangers of serving abroad. But today they faced the unimaginable: violence that they wouldn?t have expected here at home."

    "We will do everything in our power to make sure that whoever carried out this cowardly act is held responsible," the president added. "I want the investigation to be seamless."

    Janis Orlowski, chief medical officer at Washington Hospital Center, said one Metropolitan Police officer and two civilians are being treated there. All three are in critical condition, Orlowski said, but are alert, speaking and have a good chance of survival.

    One was shot in the legs, another in the shoulder and another in the head and hand.

    Orlowski said Washington Hospital Center is prepared to handle eight to 10 more victims, but did not know how many victims would be transported to the hospital. She said she had been told to expect more.

    The Navy said shots were fired at the Naval Sea Systems Command Headquarters building on the base at 8:20 a.m., and a "shelter in place" order was issued for Navy Yard personnel.

    Rick Mason, a program management specialist, told Yahoo News he was on the fourth floor when he saw someone with a shotgun aiming down into the atrium. The gunman, Mason said, was targeting people who walked into the cafeteria.

    Other employees described a chaotic scene.

    "We heard two shots and started wondering if that was the sound of someone dropping something or if they were really shots," Omar Grant, a civilian employee at the Navy Yard who was on the first floor of the atrium, said. "We heard three more shots, and that's when people started running out of the building and getting the hell out of there."

    Approximately 3,000 people work in the building, the Navy said, though it's unclear how many people were inside at the time of the shooting.

    A White House official said the president had been briefed several times throughout the morning about the unfolding situation at the Navy Yard by assistant to the president for homeland security and counterterrorism Lisa Monaco and deputy chief of staff Alyssa Mastromanaco.

    A heavy SWAT and police presence could be seen around the Navy Yard, and helicopters were circling overhead.

    Employees could be seen huddled outside the base crying and holding each other. At least one of the victims was airlifted from the scene.

    A ground stop was ordered at Reagan National Airport, and schools in the area were placed on temporary lockdown.

    According to the Navy's website, Naval Sea Systems "engineers, builds, buys and maintains the Navy's ships and submarines and their combat systems." Approximately 60,000 people work there.

    Don't miss the story in The Hill in which Washington Mayor Vincent Gray suggests that cuts in the defense budget from the sequester may have contributed to the latest mass murder that shook the nation Monday.

    It is too early to conclude, and I am not suggesting here, that Defense Department security spending was cut in a way that helped the killer gain access to the Navy Yard. Though I am charging this: The sequester has done significant harm to the American economy and should be repealed.

    The sequester imposed cuts in the defense budget that are doing real damage to our security. Many Republicans agree with this. There may be an opening for some bipartisan deal to end or cut back the sequester, by restoring funding to key defense programs, social programs and job-creating programs.?

    There should be, and will be, a careful analysis of whether DOD sequester cuts contributed to mass murder Monday. I offer no opinion today, except that the matter should be carefully examined. It is terribly wrong to impose draconian sequester cuts against defense, jobs and helping the poor.?

    America needs a bipartisan program to repeal the sequester. Now.?

    AP IMPACT: Many US bridges old, risky and rundown

    WASHINGTON (AP) ? Motorists coming off the Frederick Douglass Memorial Bridge into Washington are treated to a postcard-perfect view of the U.S. Capitol. The bridge itself, however, is about as ugly as it gets: The steel underpinnings have thinned since the structure was built in 1950, and the span is pocked with rust and crumbling concrete.

    District of Columbia officials were so worried about a catastrophic failure that they shored up the horizontal beams to prevent the bridge from falling into the Anacostia River.

    And safety concerns about the Douglass bridge, which is used by more than 70,000 vehicles daily, are far from unique.

    An Associated Press analysis of 607,380 bridges in the most recent federal National Bridge Inventory showed that 65,605 were classified as "structurally deficient" and 20,808 as "fracture critical." Of those, 7,795 were both ? a combination of red flags that experts say indicate significant disrepair and similar risk of collapse.

    A bridge is deemed fracture critical when it doesn't have redundant protections and is at risk of collapse if a single, vital component fails. A bridge is structurally deficient when it is in need of rehabilitation or replacement because at least one major component of the span has advanced deterioration or other problems that lead inspectors to deem its condition poor or worse.

    Engineers say the bridges are safe. And despite the ominous sounding classifications, officials say that even bridges that are structurally deficient and fracture critical are not about to collapse.

    The AP zeroed in on the Douglass bridge and others that fit both criteria ? structurally deficient and fracture critical. Together, they carry more than 29 million drivers a day, and many were built more than 60 years ago. Those bridges are located in all 50 states, plus Puerto Rico and the District of Columbia, and include the Brooklyn Bridge in New York, a bridge on the New Jersey highway that leads to the Lincoln Tunnel, and the Main Avenue Bridge in Cleveland.

    The number of bridges nationwide that are both structurally deficient and fracture critical has been fairly constant for a number of years, experts say. But both lists fluctuate frequently, especially at the state level, since repairs can move a bridge out of the deficient categories while spans that grow more dilapidated can be put on the lists. There are occasional data-entry errors. There also is considerable lag time between when state transportation officials report data to the federal government and when updates are made to the National Bridge Inventory.

    Many fracture critical bridges were erected in the 1950s to 1970s during construction of the interstate highway system because they were relatively cheap and easy to build. Now they have exceeded their designed life expectancy but are still carrying traffic ? often more cars and trucks than they were originally expected to handle. The Interstate 5 bridge in Washington state that collapsed in May was fracture critical.

    Cities and states would like to replace the aging and vulnerable bridges, but few have the money; nationally, it is a multibillion-dollar problem. As a result, highway engineers are juggling repairs and retrofits in an effort to stay ahead of the deterioration.

    There are thousands of inspectors across the country "in the field every day to determine the safety of the nation's bridges," Victor Mendez, head of the Federal Highway Administration, said in a statement. "If a bridge is found to be unsafe, immediate action is taken."

    At the same time, all that is required to cause a fracture critical bridge to collapse is a single unanticipated event that damages a critical portion of the structure.

    "It's kind of like trying to predict where an earthquake is going to hit or where a tornado is going to touch down," said Kelley Rehm, bridges program manager for the American Association of State Highway and Transportation Officials.

    Signs of age are clear. The Douglass bridge, also known as the South Capitol Street Bridge, was designed to last 50 years. It's now 13 years past that. The district's transportation department has inserted so-called catcher beams underneath the bridge's main horizontal beams to keep the bridge from falling into the river, should a main component fail.

    Alesia Tisdall, who drove over the bridge every day for 15 years but now crosses it only occasionally, said she found its "bounce" unnerving.

    "You'd look at the person sitting next to you like, 'Did you feel that bounce?' And they'd be looking back at you like they were thinking the same thing," said Tisdall, a computer systems specialist at the Justice Department.

    Peter Vanderzee, CEO of Lifespan Technologies of Alpharetta, Ga., which uses special sensors to monitor bridges for stress, said steel fatigue is a problem in the older bridges.

    "Bridges aren't built to last forever," he said. He compared steel bridges to a paper clip that's opened and bent back and forth until it breaks.

    "In a bridge system, it may take millions of cycles before it breaks. But many of these bridges have seen millions of cycles of loading and unloading."

    That fatigue is evident in a steel truss bridge over Interstate 5 in Washington state ? south of the similar steel truss that collapsed in May. The span that carries northbound drivers over the east fork of the Lewis River was built in 1936.

    Because of age, corrosion and metal fatigue caused by vibration, the state has implemented weight restrictions on the bridge. Washington state Department of Transportation spokeswoman Heidi Sause said the bridge wasn't built for the kind of wear ? bigger loads and more traffic ? that is now common.

    The biggest difference between the bridge over the Lewis River and the one over the Skagit River that collapsed May 23 is that the span still standing has actually been listed in worse condition. State officials hope to replace it in the next 10 to 15 years.

    While the Skagit span was not structurally deficient, the I-35W bridge that collapsed in Minneapolis in 2007 had received that designation. The bridge fell during rush hour, killing 13 people and injuring more than 100. The National Transportation Safety Board concluded that the cause of the collapse was an error by the bridge's designers, not the deficiencies found by inspectors. A gusset plate, a fracture critical component of the bridge, was too thin.

    There are wide gaps between states in historical bridge construction and their ongoing maintenance. While the numbers at the state level are in flux, Iowa, Nebraska, Missouri and Pennsylvania have all been listed recently in the national inventory as having more than 600 bridges both structurally deficient and fracture critical.

    Pennsylvania has whittled down its backlog of structurally deficient bridges but still has many more to go, with an estimated 300 bridges in position to move onto the structurally deficient list every year if no maintenance is done.

    Officials say northeastern states face particular challenges because the infrastructure there is older and the weather is more grueling, with dramatic and frequent freeze-thaw cycles that can put stress on roads and bridges.

    Many Pennsylvania lawmakers have long sought to boost transportation funding, in part to address crumbling bridges. But this year's proposals, including Gov. Tom Corbett's $1.8 billion plan, stalled amid fights over details.

    That's a common issue among infrastructure managers in other states, who say they don't have the money to replace all the bridges that need work. Instead, they continue to do patch fixes and temporary improvements.

    Washington's Douglass bridge has been rehabilitated twice. Ronaldo Nicholson, the chief bridge engineer for the area, emphasized that if city officials feel the bridge is unsafe, they'll prohibit trucks from crossing or close the span entirely. Inspections have been stepped up to every six months instead of the usual two-year intervals for most bridges. In the meantime, officials are trying to stretch the bridge's life for another five years ? the time they estimate it will take to build a replacement.

    Congressional interest in fixing bridges rose after the 2007 collapse in Minneapolis, but efforts to add billions of extra federal dollars specifically for repair and replacement of deficient and obsolete bridges foundered. A sweeping transportation law enacted last year eliminated a dedicated bridge fund that had been around for more than three decades. State transportation officials had complained the fund's requirements were too restrictive. Now, bridge repairs or replacements must compete with other types of highway projects for federal aid.

    The new law requires states to beef up bridge inspection standards and qualifications for bridge inspectors. However, federal regulators are still drafting the new standards.

    "Do we have the funding to replace 18,000 fracture critical bridges right now?" Rehm asked. "No. Would we like to? Of course."

    Bristol-Myers skin cancer drug misses study goal

    NEW YORK (AP) -- Bristol-Myers Squibb Co.'s skin cancer treatment Yervoy missed a main goal of achieving a significant improvement in overall survival compared to a fake drug when tested in patients with an advanced form of prostate cancer, the drugmaker said Thursday.

    The New York company said it studied Yervoy on patients with cancer that had spread beyond the prostate and had become resistant to standard hormonal treatment. These patients had already received radiation treatments and the chemotherapy drug docetaxel.

    The drugmaker said that while Yervoy did not achieve statistical significance in improving overall survival, patients taking it over a placebo, or fake drug, averaged better progression-free survival. That measures the time from the start of treatment until a patient's cancer begins advancing again or the patient dies.

    Yervoy also appeared to work better in patients with a less advanced form of the disease.

    Citi analyst Andrew S. Baum said in a research note he was "positively surprised" by the results and noted that the drug narrowly missed the main goal of improved overall survival.

    The company plans to present data from its study at the 2013 European Cancer Congress on Sept. 28. It also is studying the drug in patients with advanced forms of prostate cancer who did not receive chemotherapy.

    Bristol-Myers launched Yervoy two years ago as a treatment for advanced melanoma. It rang up $233 million in revenue during the second quarter.

    The company said prostate cancer is the second-most frequently diagnosed cancer and sixth most deadly cancer in men. More than 238,000 men are expected to be diagnosed with it this year, and nearly 30,000 will die from it.

    Shares of Bristol-Myers closed at $43.26 Wednesday and have climbed more than 32 percent so far this year.
