JERUSALEM - A photo posted online by an Israeli soldier showing a child in the crosshairs of a rifle scope has created a firestorm on the internet, drawing widespread criticism.
The photo was reportedly posted on Jan. 25 by Mor Ostrovski, 20, a member of an Israeli sniper unit. It shows crosshairs zeroed in on the back of the head of what appears to be a Palestinian boy in a village. The photo has since been taken down and Ostrovski's account has been deactivated.
"There are no other images to suggest that the photographer actually fired at the person in the image in this case," wrote Palestinian activist Ali Abuminah who runs the site Electronic Intifada and drew much of the attention to the photo. "The image is simply tasteless and dehumanizing. It embodies the idea that Palestinian children are targets."
Before the account was taken down, Abuminah posted other photos from Ostrovski's account that showed him in his olive green uniform holding a variety of weapons, including a sniper rifle.
Eytan Buchman, a spokesman for the Israel Defense Forces, told ABC News that Ostrovski told his commander on Saturday that he had not taken the photo himself but that he'd taken it off the internet. No disciplinary action will be taken.
"The picture in question does not coincide with IDF's values or code of ethics," the spokesman added in an e-mailed statement.
The uproar over the photo follows another posted by an Israeli infantryman on Facebook around a week ago. In it, he mocked the four Palestinian prisoners he was guarding by posing bound and blindfolded next to them. He was sentenced to 14 days detention after the brigade's commanders discovered the photo and ordered it taken down.
"Before the investigation began, it was discovered that the soldier was already judged by his commanders," Buchman said in a statement. "Since the documented offense isn't criminal and since the legal procedure conducted by the soldier's commanding officer was found appropriate, a disciplinary action was decided to be sufficient."
The IDF is active on social networking, disseminating statements on Twitter and Facebook and photos on Flickr and Instagram. But individual soldiers using social media have a history of getting the Israeli military into trouble.
In November, the head of the IDF spokesperson's social media unit landed in hot water after he posted a photo on Facebook with mud on his face, captioned "Obama style." In 2010, a reservist named Eden Abergil sparked outrage after posting pictures with blindfolded Palestinian prisoners. She told Israeli Army radio she didn't understood what she did wrong, but the IDF called the photos "shameful behavior."

European data watchdogs said on Monday they plan to take action against Google by this summer for its privacy policy, which allows the search engine to pool user data from across all its services ranging from YouTube to Gmail.
The move is the latest in a skirmish between the Web giant and Europe's data protection regulators who view the privacy rules put in place in March by Google as "high risk," although have stopped short of declaring them illegal.
Regulators view the bundling of data on users as potentially constituting a high risk to individuals' privacy.
Google last year consolidated 60 privacy policies into one, combining data collected on individual users across its services, including YouTube, Gmail and social network Google+. Users cannot opt out.
In October, Europe's 27 data regulators gave Google four months to change its approach, listing 12 "practical recommendations" for it to bring its privacy policy into line.
On Monday the French privacy regulator, which last year led an initial inquiry into the tech giant's new policy, said it would set up a further inquiry because Google had not yet addressed their concerns.
"Google did not provide any precise and effective answers," the French regulator CNIL said.
"In this context, the EU data protection authorities are committed to act and continue their investigations. Therefore, they propose to set up a working group, led by the CNIL, in order to coordinate their reaction, which should take place before summer."
Google said it did respond to CNIL on Jan. 8 by listing steps already taken to address their concerns.
"We have engaged fully with CNIL throughout the process and will continue to do so," Al Verney, a spokesperson said.
He added that the privacy policy did respect European law.
The pooling of anonymous user data across Google services, is a big advantage when selling online ads.
Google and other large internet groups such as Facebook provide free services to consumers and earn money from selling ads that they say are more closely targeted than traditional TV or radio campaigns.

Facebook to create 100 jobs in Dublin in new investment

Social networking giant Facebook is to create 100 new jobs in Dublin, where it already employs 400 people at its international HQ.
Facebook?s Dublin office employs staff in a broad range of roles, including user operations, advertising, sales, policy and safety.
Among the jobs being created as part of the investment are roles in legal, software engineering, HR, product management, infrastructure, marketing, finance, data and analytics and design and user experience.
Gareth Lambe, acting head of Office for Facebook Ireland, said: ?Ireland is a great hub of international tech talent which is one reason why Facebook has its international HQ in Dublin.
?Today?s announcement means we will be expanding our workforce across multiple disciplines, such as user operations, safety and advertising. These jobs, which reflect growth in markets across Europe but also the Middle East and Africa, mean we will not only be recruiting from the local economy but supporting local businesses by increasing our footprint.?
Dublin is a vibrant global hub for social media businesses with players like Twitter and LinkedIn opening global offices in the city and search giant Google employs 3,000 people in the city. Indeed the city can rightly claim the title Social Media Capital of Europe at this rate.
Ireland?s Jobs Minister Richard Bruton, TD, said he had met senior executives from Facebook in their California headquarters as part of an intensive programme of IDA investment missions since taking office.
He said: ?Today?s announcement of a significant expansion by one of the biggest companies on the internet, with the creation of 100 high-end jobs, is a major endorsement of the tech environment in Dublin and further confirmation of our city?s status as the internet capital of Europe.
?This represents a significant economic commitment to Ireland by Facebook and I wish them every success with their operations here,? Bruton said.
The head of IDA Ireland Barry O?Leary said social media is a key strategy industry for Ireland in terms of job creation.
?No brand name better represents that sector?s thriving growth than Facebook. Employment-intensive services are a key focus of IDA?s Horizon 2020 strategy.
?The latest expansion and the nature of the employment being created illustrate how important the company is to the digital media cluster Ireland has developed over recent years,? O?Leary said.

On Friday night, artists, patrons and art lovers gathered at the Harry Ransom Center to celebrate the opening of their newest exhibit, Arnold Newman: Masterclass.
Newman?s archives, which have a permanent home at the Harry Ransom Center, span seven decades, capturing some of the most beloved celebrities and artists of all time, from Marilyn Monroe and Picasso to his iconic photograph of Igor Stravinsky and his piano.
Newman pioneered a style all his own that came to be known as environmental portraiture (a term he didn?t really care for, he preferred to just call it photographs of people). He shot outside the studio at a time when all of his contemporaries were bringing subjects into theirs. He didn?t want the control the studio had to offer.?
Newman preferred to capture his sitters in their natural habitat, using their art as the background sometimes mimicking it through his composition as with his portrait of painter Piet Mondrian.
With over 200 photographs spanning his entire career, the exhibit delves into his style evolution as a photographer and an artist (he studied painting and drawing), as well as how he thought about photography itself. Notes inside the margins of prints or on his contact sheets show his crops, the photos he hated, and the ones he loved.?
Ephemera like his notebooks, passport and Christmas cards are sprinkled throughout the gallery, giving the viewer a better sense of the man behind the lens.
The is the first major exhibition since Newman?s death in 2006, and it does great justice to his work, showing beautiful prints of both his famous and rarely seen photographs.

YEKATERINBURG/CHELYABINSK, Russia (Reuters) - A meteorite shot across the sky in central Russia early on Friday and sent fireballs crashing to Earth, smashing windows, setting off car alarms and injuring 150 people.
Residents heard what sounded like an explosion, saw a bright light and then felt a shockwave as they went to work in Chelyabinsk, according to a Reuters correspondent in the industrial city 1,500 km (950 miles) east of Moscow.
The meteorite then raced across the horizon, leaving a long trail of white smoke in its wake which could be seen as far as 200 km (125 miles) away in Yekaterinburg. Car alarms went off, windows shattered and mobile phones worked only intermittently.
"I was driving to work, it was quite dark, but it suddenly became as bright as if it was day," said Viktor Prokofiev, a 36-year-old resident of Yekaterinburg in the Urals Mountains.
"I felt like I was blinded by headlights," he said.
No fatalities were reported but President Vladimir Putin, who was due to host Finance Ministry officials from the Group of 20 nations in Moscow, and Prime Minister Dmitry Medvedev were quickly informed.
The Emergencies Ministry said 150 people had been hurt, mainly by flying glass.
A local ministry official said the meteor shower may have been connected with an asteroid the size of an Olympic swimming pool that was due to pass Earth at a distance of 27,520 km (17,100 miles) but this could not be confirmed.
Windows were shattered on Chelyabinsk's central Lenin Street and some of the frames of shop fronts buckled.
A loud noise, resembling an explosion, rang out at around 9:20 a.m. (0520 GMT). The shockwave could be felt in apartment buildings in the industrial city's center.
"I was standing at a bus stop, seeing off my girlfriend," said Andrei, a local resident who did not give his second name. "Then there was a flash, and I saw a trail of smoke across the sky and felt a shockwave that smashed windows."
A wall was damaged at the nearby Chelyabinsk Zinc Plant but there was no environmental threat, a plant spokeswoman said.
Such incidents are rare in Russia. A meteorite is thought to have devastated an area of more than 2,000 square km (1,250 miles) in Siberia in 1908, smashing windows as far as 200 km (125 miles) from the point of impact.
The Emergencies Ministry described Friday's events as a "meteor shower in the form of fireballs" and said background radiation levels were normal. It urged residents not to panic.
Chelyabinsk city authorities urged people to stay indoors unless they needed to pick up their children from schools and kindergartens. They said a blast had been heard at an altitude of 10,000 meters (32,800 feet), apparently signaling it occurred when the meteorite entered Earth's atmosphere.
The U.S. space agency NASA has said an asteroid known as 2012 DA14, about 150 feet in diameter, would have an encounter with Earth closer than any asteroid since scientists began routinely monitoring them about 15 years ago.
Television, weather and communications satellites fly about 500 miles higher. The moon is 14 times farther away.
